Drivers without CTP are scheduled to be fined automatically, but no more than once a day. The relevant bill, which is designed to ensure the correct operation of the control system, was supported by the government. Experts call the initiative a temporary measure. Amendments to the Code of Administrative Offences of the Russian Federation were prepared by Anatoly Aksakov, head of the State Duma Committee on the Financial Market. It is proposed to supplement Article 12.37 of the Administrative Code with a note according to which the owner of a vehicle without a policy after the first recording of such an administrative offense by a camera is not brought to administrative responsibility for the second and subsequent cases during the day. That is, they will be fined for the absence of CTP only once every 24 hours. If the violator does not issue a policy, he will receive a fine every next day.

According to the draft review of the draft, the government supported the bill, Interfax notes. But subject to revision, it is proposed to set a delay period for the entry into force of the law. This condition is necessary to complete the modernization of the special "Web" software, develop a mechanism for bringing to administrative responsibility and resolve organizational issues related to the availability of insurance services, according to the text of the review.

— A decrease in the share of car owners without policies will have a positive impact on the protection of other road users, that is, there will be a guaranteed opportunity to resolve all issues of damage compensation with the insurance company, and in some cases to dispense with calling traffic police officers using the European protocol. At the same time, the burden on traffic police officers and the courts will decrease. Checking the cameras for a policy will also make it possible to more effectively curb the growth of insurance premiums, since bona fide vehicle owners will not have to pay extra for those who drive without a policy," said Evgeny Ufimtsev, President of the RSA.

An assignment without experiments

Plans to identify drivers without compulsory insurance using roadside photo and video recording systems have been announced for several years, but the timing of the launch of the verification system has constantly shifted. So, the start of the experiment this year was postponed from March 1 to the end of June.

In May, Russian President Vladimir Putin instructed the government and the Central Bank to improve measures to combat drivers who drive vehicles without valid CTP policies by November 1 this year. The order was published on the Kremlin's official website following a meeting of the Presidium of the State Council "On the development of infrastructure for life."

The Ministry of Finance promised that the CTP verification system in automatic mode from traffic cameras will work until November 1 of this year.

At the same time, the ministry appealed to the government with an initiative to abandon the pilot period due to lack of time. Previously, it was assumed that car owners without CTP would not be fined at first, but they would start sending them warnings on Public Services. This was supposed to help debug the system and avoid errors.

"A huge number of people without insurance policies"

"Since there is an instruction on November 1 to definitely introduce a system of photo and video fixation, there is an understanding that a huge number of people without insurance will be identified immediately," Igor Morzharetto, a member of the presidium of the Public Council at the Ministry of Internal Affairs, told Izvestia.

He noted that, according to the RSA, 7% of drivers drive without a policy, which is approximately 3.5 million cars.

— If they start fining for CTP according to the principle of all other cameras, that is, for every violation, this will lead to incomprehensible social consequences. Therefore, we decided to soften it a little. That is, 24 hours must pass from the moment of the first punishment," Morjaretto explained.

The expert expressed confidence that one fine per day is a temporary measure. Checking the cameras is the only way that will force everyone to travel with a CTP policy, he believes.

— In neighboring Belarus, almost everyone travels with policies, because all cameras are fined for this. The fine depends on many circumstances and can reach up to 20 thousand rubles," Igor Morzharetto said.

The figures are exactly three times underestimated

Anton Shaparin, Vice President of the National Automobile Union (NAS), believes that the CTP situation should be corrected not by fines, but by solving problems in the car insurance system.

— In Russia, tariffs for comparable categories of drivers are two to three times higher than in Belarus. At the same time, payments in Belarus are higher than in Russia: the ceiling is 10 thousand euros for hardware and the same amount for harm to life and health. There was a period when we paid for CTP normally and the tariffs were adequate. No one thought of driving without insurance. Then suddenly everything ended abruptly, because the spare parts directories were recalculated. We compared the cost of the front bumper for the "Grants", "Solaris" and "five" BMW. And they found that the figures were underestimated by exactly three times. That's why people don't buy policies," Shaparin explained.
