In wide corridors: the Central Bank decided to raise the cost of CTP
The Bank of Russia intends to expand the tariff corridor for CTP, as well as increase the cost of the policy in regions where there is a large number of fraudulent activities in this type of insurance. Scammers will affect the price
The Central Bank has prepared a draft directive on CTP tariffs, suggesting a change in the procedure for determining the territorial coefficient (CT) when calculating the total cost of the policy. The document is published on the official website of the regulator. According to the proposal of the Central Bank, when calculating the total cost of the policy, another new parameter will be taken into account — the "correction multiplier". It will depend on the level of fraudulent activities in the field of auto insurance in a particular region, according to the Central Bank of the Russian Federation.
"If there has been a high risk of unfair actions in CTP in the region for a long time, then when calculating the cost of the CT policy there it will be twice as high as the base value," the regulator said in a statement.
The Central Bank notes that currently, according to the Monitoring of regional risks of unfair actions in CTP, two Russian regions are in the "red" zone for this type of insurance: the Republic of Ingushetia (since 2019) and the Novosibirsk Region (since 2021). According to the draft instruction of the regulator, "for eight territories located in these regions, it is proposed to establish an increased (twice as much as in the current ones — Izvestia) CT value." As Izvestia previously reported, the Republic of Dagestan and the Chechen Republic have dropped out of this "red" zone over the past year.
Up and down
Along with the proposal to double the values of the territorial coefficient for regions from the "red" zone, the Central Bank of the Russian Federation intends to expand the values of the tariff corridor in both directions, within which insurance companies determine the base cost of CTP — by 40% for motorcycles and by 15% for all other categories and modes of transport.
For example, according to the draft regulatory directive, insurers will be able to set a tariff for passenger cars owned by individuals in the range of 1,399 — 8,665 rubles (currently 1,646 — 7,535 rubles), for passenger cars owned by legal entities, the corridor will be 724 — 6,580 rubles (currently 852 — 5,722 rubles). Rates for trucks up to 16 tons are planned to be expanded to 791-13,709 rubles (against the current 930-111,921 rubles), and over 16 tons — to 1,489 — 17,201 rubles (now 1,752 — 14,957 rubles). For taxi cars, the tariff corridor will be 1,267 — 18,119 rubles (the current values are 1,490 — 15,756 rubles), and for motorcycles — 155 — 4,260 rubles instead of the current 259 — 3,043 rubles.
"A revision of the boundaries is necessary to maintain fair pricing in the face of rising spare parts costs and the amount of CTP payments. For ordinary motorists, the tariff corridor has not changed since September 2022. At the same time, the average payout has increased significantly: its value for the first 6 months of 2025 has become 56% more than in the same period of 2022, and 17% more than in the first 6 months of 2024," the Central Bank notes.
The regulator notes that in the second quarter of this year, 58% of classic policies (excluding short—term ones) for motorcycles and 29% of policies for ordinary motorists were issued along the upper limit of the current tariff corridor. After the expansion of the tariff corridor, insurers will still be able to offer policies at low prices to experienced and careful drivers due to more correct pricing for drivers with high losses, the Central Bank of the Russian Federation emphasizes.
Conscientious drivers have nothing to do with it
Insurers should address issues related to reducing the number of "unfair actions" together with law enforcement agencies, rather than forcing absolutely all motorists, including conscientious and law-abiding ones, to pay twice as much for insurance, said Anton Shaparin, vice president of the National Automobile Union.
— If there is a high risk of insurance fraud in a particular region, insurance companies should cooperate more actively with law enforcement agencies to identify and prevent such actions. And the Central Bank's proposals essentially simply shift the risks of insurance companies onto law-abiding motorists, forcing them to pay more for insurance. As a result, it may turn out that a driver who has been conscientiously applying for a policy for many years will simply stop buying CTP, especially since all the talk about monitoring policies using cameras has so far remained just talk. This will completely undermine the already very unstable CTP system," Anton Shaparin told Izvestia.
Another expansion of the tariff corridor proposed by the Central Bank may lead to the same effect, the NAS Vice president warns. Practice has shown that all previous similar expansions were, in fact, veiled tariff increases, he noted.
— The Central Bank itself admits that almost a third of CTP policies are sold at the maximum tariff. The rest of the deals, as practice shows, are concluded, even if not at the maximum, but at very close to it tariffs. The stated decrease in the lower limit of this corridor is a fiction: no one sells policies at the lower rate. As a result, the expansion offer will in fact only lead to an increase in the cost of insurance. This may also lead to an increase in the number of "refuseniks" from OSAGO among drivers, Anton Shaparin believes.
According to him, the fundamental problem that ultimately causes fraudulent actions in this area, as well as the refusal of motorists to take out insurance, is the inadequate amount of payments. In most cases, it is simply impossible to restore a CTP car after an accident, the expert notes. By eliminating it, insurance companies would be able to remove all subsequent questions to avtograzhdanka at once, Anton Shaparin is sure.
You have to pay for everything
The expansion of the tariff corridor, as well as the increase in the territorial coefficient in a number of regions, is an inevitable reckoning for the changes in CTP that have been taking place recently, Maxim Kadakov, editor—in-chief of Za Rulem, believes.
— In early July, the amount of insurance compensation under the European protocol for accidents in which the participants have disagreements doubled to 200 thousand rubles. More recently, the RSA announced the upcoming reform of Avtograzhdanki, in which, after receiving insurance payments and repairs, the victim will be able to contact the insurer for additional payment within the amount of wear. This requires additional financial resources: obviously, motorists will eventually have to pay for all these "bonuses" at the expense of more expensive policies, — Maxim Kadakov noted.
At the same time, the editor-in-chief of Za Rulem notes, in a number of countries where the CTP system and its economy are similar to ours, there are no particular problems with either the high cost of policies or the amount of payments. As an example, he cited neighboring Belarus, where, all other things being equal, the tariffs for this insurance are almost three times lower than in Russia, but the payment limits are twice as high as in our country.
The Russian Union of Motor Insurers could not promptly comment on the proposals of the Central Bank.
