The meeting between Putin and Trump in Alaska, the launch of the MAX messenger and the strengthening of technological sovereignty — the Foundation for the Development of Civil Society has selected 10 main events and trends of the outgoing year in our country. SVO, Anchorage and the 80th Anniversary of Victory
At the end of the year, it is customary to summarize the results. In this sense, 2025 has provided very fertile ground: the Foundation for the Development of Civil Society (FoRGO) has selected 10 of the most important events and trends. Of course, many of them, in one way or another, are related to what is happening in Ukraine. No matter how you look at it, a special military operation still determines not only the key points, but also the directions of development of the whole country. Despite the growing activity in the theater of military operations, Russia continues to emphasize its approach to solving its goals and objectives through diplomacy.
This is where the historic Anchorage meeting acquires special potential. The talks between Vladimir Putin and Donald Trump in Alaska in August 2025 created opportunities for improving Russian-American relations and developing negotiating positions that could potentially become the basis for agreements to resolve the conflict with Ukraine. So, representatives of Moscow and Kiev have just returned from Miami with a finalized draft of the future agreement. In Russia, they will pay special attention to how much it corresponds to the "spirit of Anchorage."
The Ukrainian conflict demonstrated the crisis of the concept of a unipolar world, in fact, accelerating the formation of a multipolar and new strategic centers of power, including China, India, Central Asia, the Middle East, and the Global South. This is happening through the intensification of the work of already reputable international organizations, including BRICS, SCO, and CIS, as well as through new formats of strategic partnership in bilateral relations.
The leaders of the countries that make up these associations understand how important it is to respect each other's values, strive for harmonious coexistence and not repeat mistakes that can cost millions of lives. In this context, an important event for Russia, its friends and allies was the celebration of the 80th anniversary of Victory in the Great Patriotic War, the main historical, political and value event of the outgoing year, which brought together 27 foreign heads of state at the Victory Day Parade in Moscow.
It is important that May 9 remains the foundation of the spiritual, moral and patriotic consolidation of Russian society and part of the states, political elites, and citizens in the post-Soviet space. By the way, the parade crews of the special operation participants marched under the banners of the combat units on this day. They included 20 Heroes of Russia, 44 Knights of St. George and 54 knights of the Order of Courage.
The support of the SVO fighters is one of the most important tasks for the state now. In this regard, programs for their socialization are actively expanding, including in political formats. For example, the Time of Heroes project is successfully operating in Russia. "The people who fought on the fronts of the Great Patriotic War have returned and achieved outstanding results in science, art, and education," Vladimir Putin said, answering a question about the program's implementation during the "Results of the Year" on December 19. — And what is worse than our fighters today, participants in a special military operation?" Against this background, a new reality of domestic politics is taking shape. Thus, social architecture has become a new method of developing a public relations management system. It is very important for parties not to "ossify" in their current political roles, but, on the contrary, to take into account the changes that have taken place in society, explains Oleg Lyakhovenko, an expert at the Russian Society of Political Scientists.
— The party events held in October and December show that the main political forces understand the scale of the challenges they face, are actively preparing for future elections and, in general, are far from resting on their laurels. United Russia actively orients its party members to serious and systematic work on the priority tasks of the country's development, and works with veterans and members of its military. The LDPR, led by Leonid Slutsky, is doing serious work to change its positioning and is preparing to compete for the status of the "No. 2 party" following the election results, he said.
So far, the stable leadership of United Russia, a new image and a growing potential of the Liberal Democratic Party, as well as competition with the Communist Party for second place are emerging, FoRGO noted.
Technological and economic sovereignty of Russia
The conflict in Ukraine, which triggered a wave of anti-Russian sanctions, eventually gave a powerful impetus to development in key areas. First of all, this is Russia's technological sovereignty. As FoRGO emphasizes, among the important achievements are the massive introduction of domestic software to meet the needs of the public sector and critical infrastructure; preparation for the launch of the Brest-OD-300 fast neutron reactor with a closed fuel cycle; certification flights of Russian MC-21, SJ-100 and IL-114-300 aircraft with fully Russian components; launch and the debugging of industrial chip production lines; the development of a high-speed railway network, as well as the expansion of technological solutions and nomenclature in the field of biopharmacology.
The strengthening of sovereignty in this area confirms the growth of new services and platforms. There have been important changes in the communication sphere — the launch of the domestic messenger MAX in parallel with the restrictions of foreign platforms that do not comply with the requirements of Russian legislation. This allows us to talk about the sovereignty of communications.
"The new messenger, on the one hand, means a different quality of interaction between the population and the state, and therefore comfort and convenience for citizens, on the other hand, protection of personal data, exclusion of possible unauthorized influence and setting up internal security algorithms as one of the steps towards minimizing the threats of cyberbullying," the chairman of the Board of the Development Fund tells Izvestia. civil Society Konstantin Kostin.
In parallel with this, artificial intelligence and its penetration into various spheres of human activity and everyday life have become the undisputed mainstream of 2025: and this includes not only communications, but also healthcare, finance, and creative industries.
— Along with the fact that various AI platforms are actively used in various fields, there are risks of using AI not as an assistant, as it should be, but as an independent center of competence and decision-making, including in management models. Separately, it is worth noting the threat of the promotion and "digital canonization" of false narratives in history and culture by the main AI services and platforms," emphasizes the head of FoRGO.
That is why a sovereign AI model and plans for accelerated development of domestic platforms are now being formed.
— The general level of development of digital services in our country is quite high, and citizens themselves actively install applications and use them in their work. However, systemic digitalization causes some concern. The sequence of implementation of digital services and the principle of "do no harm" in the implementation of large—scale projects is very important here," Oleg Lyakhovenko emphasized in a conversation with Izvestia.
Unfortunately, opportunities arise for scammers as well. As AI is introduced, new challenges appear, as well as old ones, such as copyright issues. The number of fraudulent schemes affecting significant segments of the population is growing (the "Valley effect", telephone and Internet fraud). Against this background, the year 2025 has clearly identified fraud as a threat to the social stability of citizens.
Of course, the key indicator of a country's stable development is the economy. Against the background of unprecedented sanctions pressure and, as a result, the redistribution of world markets, there has been a significant adjustment in the economic policy of the Russian state. This includes the adoption of a balanced budget, which, along with an increase in defense and security spending, increases spending on the social sphere and guarantees the fulfillment of all social obligations; this is the continuation of the policy of tax optimization; the beginning of limited use of the digital ruble in the public sector and the start of the transition to full-fledged use in various fields, primarily for federal the organization pays attention to the budget.
