The talks between Russia and the United States in Miami on Ukraine cannot be considered a breakthrough, Russian Presidential spokesman Dmitry Peskov told Izvestia. According to him, it was important for Moscow to get information from the Americans about the results of their recent work with Europeans and Ukrainians. Consultations between the Russian Federation and the United States took place in Florida on December 20-21. The American administration is interested in continuing dialogue with Russia on Ukraine next year, experts say. The Federation Council admits that a possible visit by Donald Trump to Russia could be a serious step towards normalizing relations between Russia and the United States. Negotiations between the Russian Federation and the United States on Ukraine: the outcome of the meeting in Miami

Kirill Dmitriev, the Special Representative of the President of Russia for investment and economic cooperation with foreign countries, is preparing to report to Vladimir Putin on the results of consultations with representatives of Donald Trump. According to Dmitriev, the two-day talks with Steve Witkoff and Jared Kushner in Miami were constructive. However, they cannot be considered a breakthrough, Dmitry Peskov, the press secretary of the Russian president, told Izvestia.

— This is a workflow. We said that at first there would be a fairly thorough, expert—level workflow," he said. — The most important thing was to get information from the Americans about the results of their work with Europeans and Ukrainians. And depending on this, it is already clear to what extent these developments correspond to the spirit of Anchorage.

The White House gave a slightly different assessment. The negotiations in Miami on the settlement of the Ukrainian conflict were productive, said Steve Witkoff, the special envoy of the American leader. According to US Vice President J. D. Vance, on the morning of December 22, he was given "updated information" from the negotiators representing the United States. It follows that progress has been made during the discussion of the peace plan.

"The breakthrough we have achieved is that all issues are now being discussed openly," the American politician explained.

Peskov later stated: He does not know what US Vice President Jay Dee Vance meant when he spoke about the US "breakthrough" in negotiations on Ukraine.

By the way, the negotiations in Miami, which took place on December 20-21, were held in a much more closed mode than before. Moscow probably managed to convey to the Americans that "megaphone diplomacy" does not have much effect.

"It seems that the negotiation process is progressing steadily and 'on schedule,' so we should expect certain breakthroughs in certain legal subjects of the peace treaty," Ilya Shcherbakov, an employee of the Department of International Relations and Integration Processes at the Faculty of Political Science at Moscow State University, told Izvestia. — Let me remind you that negotiations are currently underway between Washington and Kiev on four documents: the 20 points of the peace plan, multilateral security guarantees, US guarantees and the plan for economic development and prosperity. Russia is awaiting the resulting reaction from these consultations.

It is not yet clear when and where the next Russian-American talks will take place. Kirill Dmitriev had previously hinted that after Miami, another meeting could take place in Moscow. It was not reported whether Witkoff and Kushner are currently preparing a return visit to Russia. Dmitry Peskov told Izvestia that he was not aware of this.

— I think that, most likely, this principle of shuttle diplomacy will continue. Now, the United States has obviously received a new "introduction" on Russian positions. Then there will be some kind of cycle of consultations with Ukraine and the European partners of the United States. Then there will be a Russian-American dialogue again. And so it goes until there are very few controversial issues left that could be discussed and even resolved during direct bilateral Russian-Ukrainian negotiations," Andrei Kortunov, an expert at the Valdai Club, told Izvestia.

The Kremlin admits that 2026 may give an impetus to the establishment of Russian-American cooperation.

"Maybe." But we have repeatedly said that since the American side links everything to the settlement process (of the Ukrainian crisis. — Izvestia), then first the settlement for them, and then everything else, — Dmitry Peskov said.

The future of dialogue between Russia and the United States

Meanwhile, over the past year, the dialogue between the Russian Federation and the United States on Ukraine has progressed significantly. So, in 2025, Vladimir Putin and Donald Trump had eight telephone conversations. By the way, the last call, which took place in October, was one of the longest. It was mainly devoted to the Ukrainian settlement.

On August 15, for the first time in several years, the Presidents of the Russian Federation and the United States met in person. It was also unusual that the leaders held talks not on neutral territory, but in the United States in Alaska. Last week, Vladimir Putin said that he had discussed "certain compromises" on the Ukrainian settlement with Donald Trump in Anchorage.

"When I arrived in Anchorage, I said that these would not be easy decisions for us, but we agree with the compromises offered to us," the Russian president said, noting that Russia then agreed and "practically agreed" with Trump's proposals.

Changes in US policy towards Russia can also be traced in the recently published new national security strategy, which, in particular, explicitly states the inexpediency of endless expansion of NATO.

— This does not mean at all that we have no serious questions for the American side, including in the Ukrainian context. However, it would be unfair not to recognize the above as significant steps in the right direction," Russian Deputy Foreign Minister Sergei Ryabkov said on December 22.

Despite some progress, Moscow and Washington have yet to agree on a number of important issues on Ukraine. For example, US Vice President Jay D. Vance noted that the issue of possible joint control over the Zaporizhia NPP was being discussed at the talks. The withdrawal of the Ukrainian Armed Forces from Donbass and the guarantee of Ukraine's security remain important topics. Experts from the United States believe that the Trump administration will continue negotiations with the Russian Federation on Ukraine in 2026.

"I hope some kind of agreement will be reached,— American political analyst Jeremy Kuzmarov told Izvestia. — The American public is tired of the conflict and all these billions invested in Ukraine, especially after the corruption was exposed. Trump wants to improve his image as the "president of the world," so he has an incentive to reach an agreement to appease his political base.

Saeed Khan, a professor at Wayne University in Detroit, believes that Trump's special envoy, Steve Witkoff, will visit Moscow again next year. At the same time, he does not rule out the visit of more senior members of the administration — Secretary of State Marco Rubio and even Vice President Jay Dee Vance. Under certain circumstances, Donald Trump himself could visit Russia.

— I admit that this could be a serious step towards normalizing relations between Russia and the United States. But I would not recommend rushing things. For now, let's follow up on, for example, the meeting in Miami," Grigory Karasin, chairman of the Federation Council's International Affairs Committee, told Izvestia.

By the way, the United States is hosting the G20 summit in Miami in 2026. Svetlana Lukash, a Russian sherpa at the association, said that the Americans are already preparing for a possible visit by Vladimir Putin.

At the same time, the administration of Donald Trump will seek to put pressure on both the Ukrainian side and Russia, Andrei Kortunov believes. An indicator of this is the recent sanctions of the US Treasury against Lukoil, Rosneft and their subsidiaries.
