At the same time, the United States calls only the peace agreement on Ukraine a condition for normalization and expansion of economic cooperation, the American embassy said. Russia is ready to negotiate with the United States
Russia expects to maintain a positive track in building relations with the United States, Grigory Karasin, chairman of the Federation Council Committee on International Affairs, told Izvestia. According to him, the Russian Federation hopes that there are no prerequisites for the return of Russian-American cooperation to the level of Joe Biden's time.
— We are currently in the process of normalization. We are ready to discuss issues related to our diplomatic missions so that they resume normal work. This process is underway, but unfortunately not as fast as we would like. We consider Russian-American relations as a very promising and possible area of activity for us. We are ready for negotiations, we are in favor of discussing the tasks that have already been set and doing it methodically for a long time," the senator said.
The dialogue between Russia and the United States was restored after Donald Trump returned to the White House. The leaders of the two countries are in constant contact by phone — they have already spoken six times in six months. There is also a dialogue at the level of the Ministries of Foreign Affairs. On July 10, Russian Foreign Minister Sergei Lavrov and US Secretary of State Marco Rubio held face-to-face talks in Kuala Lumpur.
On the track of bilateral relations, including the normalization of working conditions at embassies, the Russian and US delegations met twice — on February 27 and April 10. Since then, no date has been set for the next meeting, despite the fact that the parties, according to Moscow, are in constant contact on this issue.
Nevertheless, Washington's forecasts for the normalization of relations with Moscow are not so optimistic.
— Normalization of bilateral relations can occur only after the establishment of peace between Russia and Ukraine. We will not discuss the expansion of political and economic cooperation until a sustainable peace is achieved following the negotiations," the US Embassy in Russia told Izvestia.
Previously, such rhetoric has not been publicly voiced. This is particularly noteworthy against the background of Trump's tougher stance towards Moscow. On July 14, the American leader threatened to impose one hundred percent duties on goods from the Russian Federation if the parties to the conflict did not come to a settlement in 50 days. He also announced new arms supplies to Kiev.
However, Trump's positions may change over time, says Konstantin Blokhin, a leading researcher at the Center for Security Studies at the Russian Academy of Sciences, an American political scientist. According to the expert, the settlement of the conflict in Ukraine could potentially take a back seat for the American president, and the improvement of Russian-American relations would thus cease to depend on the situation on the battlefield.
— Russian-American relations are not limited to Ukraine alone. Slipping on this track does not mean slipping in other directions. It seems to me that in relations with Russia, cooperation on the Iran nuclear deal is also important for Trump — the United States cannot solve this problem without Moscow," Blokhin says.
Why is Trump toughening his stance on Russia
Since the beginning of the armed confrontation in Ukraine, Donald Trump has avoided direct criticism of Russia and Vladimir Putin. Moreover, he called the Russian president a genius, recalled details of their personal meetings in the past, and also blamed the Biden administration for the beginning of the conflict.
During the election campaign, he repeatedly mentioned plans to resolve the Ukrainian crisis within 24 hours. Naturally, the deadline has shifted several times since the inauguration. Then Trump called his statement "imaginative" and later "sarcasm." Obviously, the rhetoric of the American president towards Russia has begun to change, including due to the fact that he is not able to quickly end the conflict.
For the first time, Trump expressed his dissatisfaction at the end of March. He said he was "angry" with Putin for questioning the legitimacy of Vladimir Zelensky. Although back in February, he called for elections in Ukraine. Against this background, for the first time, Trump hinted at additional sanctions on Russian oil if Russia does not end the conflict.
Then, at the end of April, the American president expressed dissatisfaction with the Russian strikes on Kiev, saying that there was no need for this. The target of the attack by the Russian Armed Forces on the night of April 24, 2025, were not civilian facilities, but facilities used by the Ukrainian military, Sergei Lavrov commented at the time.
At the same moment, Trump began to change his attitude towards Ukraine, which, it would seem, had reached the point of no return after the February scandal during a meeting with Zelensky at the White House. A few months later, the leaders met in the Vatican, and after that they signed a deal on minerals.
Trump threatened Moscow with sanctions again in late May after an operation using drones to strike Ukrainian targets. Dissatisfaction with the settlement process eventually resulted in threats to impose tariffs and new arms supplies to Kiev.
— There are some radical senators who seek to put pressure on Trump to more actively support Ukraine and impose new sanctions against Russia. The pressure on Trump is quite strong from the "hawks" in Washington, and we do not know how long he can keep the same line. There are hints that he may give in to this lobbying and impose sanctions," says Pavel Zakharov, an American expert.
Trump uses the format of ultimatums and connects things that are not usually done in the usual American diplomacy, notes the American scholar Pavel Sharikov. According to the expert, it is very difficult to make predictions about the US president. The expert community believes that many of the actions of the American head of state are still solely related to economic benefits.
"Trump's supply of weapons to Ukraine is based on business interest and profit, unlike Biden's plans, which sought to inflict a strategic defeat on Russia in Ukraine," Konstantin Blokhin believes.
In his opinion, Trump is now trying to simultaneously please the radical wing of the American establishment and leave himself room for maneuver when it comes to relations with Russia and Ukraine.
