International reaction to the Kiev attack
Ukraine's attempt to attack Vladimir Putin's state residence in the Novgorod region with drones has caused a wide international outcry. The Ukrainian Armed Forces have previously attacked government institutions: a high-profile case was the drone attack on the Moscow Kremlin in 2023. However, now the Ukrainian forces have moved to a new level of international terrorism, according to the Federation Council.
— I think that those people who have been soberly following the development of events have long had no illusions about who Zelensky and the team he leads are. But of course, what has happened is a new quality of international terrorism, rudeness and outright aggression. And this is exactly the way to approach it," Grigory Karasin, chairman of the Federation Council's International Affairs committee, told Izvestia.
The Russian Defense Ministry reported that on the night of December 29, Ukraine launched a terrorist attack on the residence of the President of the Russian Federation using 91 drones. The ministry noted that air defense systems intercepted enemy UAVs over the territories of the Bryansk, Smolensk and Novgorod regions. The Kremlin described Kiev's actions as a terrorist attack. Vladimir Zelensky denies Ukraine's responsibility.
However, in the last 24 hours alone, Kiev's move has been condemned by at least 10 countries, in particular, Abkhazia, Bahrain, Iran, Kazakhstan, Kyrgyzstan, Nicaragua, the United Arab Emirates, Pakistan, Turkmenistan, and Uzbekistan. China and India expressed concern. US President Donald Trump learned about the incident from a telephone conversation with Vladimir Putin on December 29. Now is not the time to do anything like that," the American leader said.
Russian Foreign Minister Sergei Lavrov thanked the countries that condemned the attack on Ukraine. According to Grigory Karasin, the number of such states will grow. At the same time, it would be wrong to require Russian partners to condemn Kiev's terrorist attack without fail.
— I would not use the word "should". This is a matter of conscience and political decency," the senator said. — No one should be forced to do anything. Countries and politicians should be judged by what actions they take and what statements they make.
It is curious that in Europe they chose not to react to Ukraine's actions. The topic of the terrorist attack did not become the main topic on the websites of either the European or American press. However, a number of publications, such as Reuters and the Wall Street Journal, used carbon copies saying that Moscow "did not provide any evidence" and that "the attack was faked."

At the same time, on December 28, Vladimir Zelensky met with Donald Trump in Florida, as a result of which Kiev apparently failed to convince the White House to force Moscow to agree to terms of a peace deal more favorable for Ukraine. For example, Zelensky is pushing for an initiative to create a free economic zone in Donbass with special rules without withdrawing the Armed Forces of Ukraine. After an attempt to strike at Vladimir Putin's residence, Ukraine's efforts can be reset, Andrei Kortunov believes.
— That is, now it is very difficult for Trump to demand that Putin soften his position, given what happened. Moreover, we can expect more understanding from the American side, since against the background of such an unconventional act, the tightening of Russian positions looks not only logical, but also morally justified in a sense," the expert believes.
In addition, economic interests are beginning to prevail in the bilateral negotiation process between Russia and the United States, said Egor Toropov, an American analyst at the National Research University Higher School of Economics.
"In foreign policy, Americans are returning to the predominance of economics over politics, which was adhered to by the founding fathers of the United States when creating a state with a limited role of the federal government and an unlimited role of voluntary interactions of citizens in a free market," he told Izvestia.
Against the background of Russia's promises to toughen its negotiating position, according to Bloomberg, the European leaders held a telephone conversation. He was joined by German Chancellor Friedrich Merz, Finnish President Alexander Stubb, Polish Prime Minister Donald Tusk and European Commission President Ursula von der Leyen. Volodymyr Zelensky also said that the next meeting of the heads of state of the "coalition of the willing" should take place in France on January 6.
