How will they be fined for the absence of CTP in 2026
Starting from the new year, a new law will come into force in Russia that protects motorists from massive fines from cameras for not having a CTP policy. In November, the State Duma adopted in the first reading a bill according to which drivers will be punished no more than once a day. The new rules will take effect in 2026. The bill on fines for CTP
The document amends article 12.37 of the Code of Administrative Offences (CAO). It is designed to eliminate a legal gap when motorists can receive an unlimited number of fines per day for the same offense.
Speaking in the State Duma, Anatoly Aksakov, a deputy from the Fair Russia party, who became one of the initiators of the project, noted that if a violation is recorded by a traffic camera, then the car owner should not receive more than one resolution every 24 hours.
He stressed that the practice of issuing fines for every violation leads to absurd situations where one trip through a city with a dense network of cameras, such as Moscow, can result in dozens or even hundreds of fines for a car owner.
When the amendments come into force
The new rule is expected to enter into force on September 1, 2026. The duration of the project is associated with the need for careful preparation of the entire technical and regulatory framework. At the same time, it is proposed to accelerate the launch of a new control system, but the final decision depends on the position of the government of the Russian Federation.
It is important to note that the new penalty procedure will be applied exclusively when violations are recorded by cameras. If the car is stopped by a traffic police inspector and the driver does not have a policy, the fine will be issued on a general basis, regardless of previous automatic fixes on the same day.
What happens if you get caught without insurance
The bill limits only the number of fines for driving without a CTP policy. If cameras detect a vehicle for which a policy has not been issued, a fine will be imposed no more than once a day. At the same time, the amount of the fine will remain unchanged.
Fine for driving without CTP in 2025
Currently, penalties for an initial violation start at 800 rubles. For repeated misconduct, drivers will have to pay from 3,000 to 5,000 rubles.
At the same time, it has been repeatedly noted that existing fines do not stop violators, and now, on average, up to 15% of car owners do not have CTP.
The Russian Union of Motor Insurers (RSA) gives a more impressive estimate — up to 40% in some regions. Statistics from the Ministry of Internal Affairs confirm the urgency of the problem. So, in 2024, inspectors identified more than 1.8 million violators without CTP.
