The UK's economic losses from leaving the Russian market amounted to about $70 billion in 2022-2024, MGIMO analysts calculated for Izvestia. Seven of the largest companies, including BP, Shell and British American Tobacco, accounted for most of the losses. The United Kingdom is one of the leaders in the number of anti—Russian restrictions imposed and continues to increase them. However, the sanctions have already led to economic problems and political upheavals in the country. Since 2022, four governments have changed in the UK. Against the background of the falling popularity of the current prime minister, experts do not rule out early parliamentary elections. Keir Starmer's rating has reached an all-time low in public opinion polls.

The amount of damage to the UK from sanctions against Russia

The British business lost about $69.8 billion due to the withdrawal or reduction of its presence in Russia, analysts at the MGIMO Institute of International Studies of the Russian Foreign Ministry estimated. The text of the report is available to Izvestia. The actual losses may be even slightly larger: the estimated losses of 99 British companies ranged from $57.5 billion to $77.2 billion.

At the same time, the seven largest companies (BP, Shell, Mondi, Diageo, British American Tobacco, Unilever, CNH Industrial) accounted for up to 75% of all losses incurred, the researchers calculated. Mining was the most affected industry.: There, British companies went into negative territory by $32.3–38 billion. Manufacturing is in second place with $7.7–12.5 billion. In the field of trade, British firms lost $8.2–10.5 billion.

In particular, back in March 2022, Shell announced its withdrawal from all projects in Russia, the closure of its gas stations and the cessation of purchases of Russian oil. British American Tobacco has sold its business in Russia and Belarus.

The researchers analyzed the official annual reports of the largest British companies, as well as data from the SPARK-Interfax information system. The paper also used the dynamics of the share prices of 53 publicly listed British companies. Revenue figures for 2022-2024 were compared with data for 2021.

London joined the anti-Russian sanctions back in 2014. David Cameron, who was then Prime Minister of the kingdom, held the most radical position among the heads of EU member states. Even then, he called for sectoral sanctions and trade restrictions.

After February 2022, Britain became one of the leaders in the number of restrictions imposed. During this time, London has expanded restrictions against Russia more than 40 times. And the British authorities do not plan to stop, now including companies from third countries in the sanctions lists. For example, on September 12, companies from Thailand, China, India and Turkey were subject to restrictions.

In total, the UK has added more than 1,500 legal entities and individuals from Russia to the sanctions lists. The black list includes the country's leadership, businessmen and politicians. The British authorities also seized the assets of several banks and other structures. A ban was imposed on transactions related to the Central Bank of the Russian Federation, the Ministry of Finance and the National Welfare Fund, as well as on the provision of financial services by companies of the kingdom to the Central Bank of the Russian Federation for gold transactions.

London has abolished the most-favored-nation trade regime, and instead tariffs of 35% have been imposed on imports of a number of Russian goods, including iron, steel, copper, aluminum, and fertilizers. Great Britain was one of the first countries to abandon the purchase of Russian energy resources, primarily oil and coal. As a result, in 2023, the volume of bilateral trade collapsed by 70.9%, to $2.3 billion. At the same time, Russia imposed retaliatory sanctions, banning key figures of the British government from entering its territory.

Natalia Eremina, a professor at St. Petersburg State University, emphasizes that London pays special attention to sanctions against Russian energy and ships carrying oil. By depriving Russia of access to insurance and financial services for its companies, the UK was trying to prevent Russian oil exports. However, Moscow was able to create its own maritime transportation infrastructure.

In general, the refusal to cooperate with Russia does not play in favor of the UK.

— The British, who have relied on financial services to a greater extent than on the manufacturing sector, now, apparently, the entire manufacturing sector is being transferred to military rails. They believe that due to these military rails, they keep the economy afloat and receive additional investments," Eremina said.

The UK remains one of Ukraine's most consistent allies. After the start of the dialogue between Russia and the United States, London and Paris formed a "coalition of the willing," which is considering the possibility of Western troops entering Ukraine. Russia categorically opposes this.

How sanctions affect Britain's domestic politics

The confrontation with Russia has actually become the main focus of London's foreign policy. However, the consequences of the sanctions have also affected the domestic political situation in the country. So, six months after the abandonment of Russian energy sources, by the end of October 2022, annual inflation in the UK accelerated to 11.1%, breaking the record of 1981, the Bureau of National Statistics reported. In December 2022, the British media reported that 3 million households could not afford to heat their homes. High prices are not leaving the British economy: for example, food inflation in July 2025 was 4.9% in annual terms — 2% higher than the government's target.

At the same time, in November 2022, the then British Finance Minister Jeremy Hunt said that Russia was responsible for the difficult economic situation and recession in the United Kingdom. However, British voters have a different opinion. The difficult economic situation has led to the replacement of three prime ministers from the Conservative Party.: Boris Johnson, Liz Truss and Rishi Sunak.

More than two thirds of British companies have suffered from the consequences of the introduction of anti-Russian sanctions. The problems are related to rising production costs, disruption of production chains, and loss of suppliers. The UK felt the consequences of the energy crisis particularly acutely, as it had to face a shortage of fossil fuels and look for new suppliers around the world, Oleg Okhoshin, senior researcher at the Center for British Studies at the Institute of Europe of the Russian Academy of Sciences, told Izvestia.

— Anti-Russian sanctions have a very negative impact on the domestic policy of the United Kingdom, because they create a protest in society in connection with the cost-of-living crisis, which is directly related to the increase in energy prices. This, in turn, affects the increase in prices for finished products, and, thus, the UK has to look for a compromise and revise its social policy in conditions of a limited budget," the expert noted.

In July 2024, the opposition Labor Party won the parliamentary elections by a wide margin. However, London's policy has not changed in general, especially with regard to Russia. Migration has now been added to the economic problems, as the government of Cyrus Starmer has reduced attention to this issue. As a result, 50,000 illegal migrants arrived in the country during the first year of the Labor Party's rule.

As a result, polarization is increasing in society, and discontent is spilling out onto the streets. In September, more than 100,000 people took part in an anti-migrant march in London, with organizers claiming 3 million demonstrators. The popularity of the Labor Party plummeted to 17-21%. And the rating of their leader, the current prime minister, has reached a record low for the entire period of public opinion polls, according to a September study by Ipsos. Only 13% of 1,000 people approved of the work of the head of government. 79% of the results of Starmer's activities are not satisfied. Thus, the British prime minister's negative rating reached minus 66 points.

The leader of opinion polls was the right-wing Reform UK party, whose rating rose to 33-34%. It is noteworthy that the Conservatives, who were in power from 2010 to 2024, are already inferior even to the Liberal Democrats.

In the socio-economic conditions that are very difficult for the UK, the populism of Nigel Farage's party is very attractive to the electorate. Most Britons are unhappy with the way the Labour Party, led by Keir Starmer, is addressing the problem of illegal immigration and the rising cost of living. Nigel Farage's party is seen as a serious alternative to the existing government, Okhoshin noted.

— In the UK, a repeat of the scenario with early elections is possible. In this situation, everything will depend on how the relationship between Keir Starmer and his government will develop further and how effective his course of socio-economic reforms and migration policy will be," the political scientist concluded.

If the elections were held now, the distribution of seats in parliament would be as follows: Reform UK would get 311 seats, the Labor Party - 144, the Liberal Democrats -78, and the Conservatives - only 45. However, even new elections are unlikely to change the situation, as the political crisis in the UK has become permanent, Natalia Eremina noted.
