Putin signs law on house chats in MAX
On December 28, Russian President Vladimir Putin signed a law that obliges management companies, resource supply organizations, and regional municipal solid waste management operators to interact with residents of apartment buildings through house chats on the Max platform. The procedure for such interaction will be established by the Russian Ministry of Construction.
The law also establishes requirements for the registration of decisions of the general meeting of owners on the election of members of the council of an apartment building. Such decisions should be formalized by a protocol according to the rules established by the Ministry of Construction, and signed, among other things, by elected members of the council.
In addition, the Ministry of Construction of the Russian Federation will determine the procedure and deadlines for issuing acceptance certificates for services and completed maintenance and ongoing repairs of common property in the MCD. It is separately noted that the general meeting of owners has the right to decide on the joint exercise of the powers of the chairman of the council of the house together with the members of the council.
Another change stipulated by the law is the replacement of the qualification exam for managers of management companies with an independent qualification assessment.
Earlier, on December 2, it was reported that users of the Gosuslugi portal will now be able to receive notifications about doctor's appointments, application statuses and fines through the national messenger MAX. To enable the service, it is necessary that the accounts in MAX and on Gosuslugi are linked to the same phone number.
