Moscow views the 20-point peace plan proposed by Ukraine and the United States as an initial stage for further negotiations, as it lacks key conditions for Russia and does not provide answers to important questions. This was reported by Bloomberg on December 24.

"Although Russia considers the current document to be a fairly typical plan for Ukraine, it will study it with all seriousness," the publication says.

It is noted that Moscow is concerned about issues related to guarantees for the non-expansion of NATO to the east and the neutral status of Ukraine in the event of its accession to the European Union. In addition, the plan does not reflect Russia's requirements for limiting the size of the Armed Forces of Ukraine (AFU) and the types of weapons available to them, nor does it establish clear obligations for Kiev on the status of the Russian language in the country. On December 22, President of Ukraine Volodymyr Zelensky announced that a ready-made peace plan to resolve the conflict in Ukraine was "not ideal" for the state.
