Up to 10 hubs for the sale of used cars at a discount will be opened in Russia, Izvestia has learned. Leasing companies in Moscow, St. Petersburg and other megacities will begin selling equipment in early 2026. Seized cars and trucks from commercial fleets, taxis, delivery services, and more will be displayed there. Depending on the duration of the exposure and the type of equipment, the discount on cars will range from 5 to 40%. What are the discounts on leasing cars?

Leasing companies are preparing a used car sale. The warehouses have accumulated stocks of seized equipment, which is unprofitable to store due to rising rental rates, and it is unprofitable to operate through dealer networks due to the high margins of sellers, these organizations told Izvestia. To reduce the cost and quickly get rid of waste, it was decided to create a network of trading platforms (hubs) where used cars can be sold directly.

— Leasing companies concentrate seized equipment in large parking lots and partner parking lots. In these centers, it is much easier to carry out its display and pre-sale preparation, standardizing the quality of the exposition, Sergey Shishkin, Director of Legal Affairs and work with problematic debts at Interlizing Group, told Izvestia.

As Gazprombank Avtolizing told Izvestia, the first parking lot for 300 vehicles was opened in Rostov-on-Don this fall. The company plans to scale up its experience in the near future and organize similar sites in Moscow, St. Petersburg and other megacities.

— Our own car dealership, according to our forecasts, will increase sales at least twice from the previously achieved values, — the company said.

Alfa-Leasing is working on a similar solution, a market source familiar with the situation told Izvestia. In total, at the beginning of 2026, several sellers will open up to a dozen trading hubs, he said.

Trucks and cars that previously operated in commercial fleets, taxis, last-mile delivery services, organizations and enterprises will be sold there. These cars were returned to landlords due to non-compliance with contracts in 2025, the source said.

— Most leasing companies have already organized specialized units for the sale of seized equipment, — said Sergey Shishkin. — Our staff of managers for its sale has increased 10 times compared to 2022.

The company is at the stage of piloting a hub-based approach to sales, he added.

According to Gazprombank Autoleasing, the total stock of seized cars on the Russian market exceeds 50 thousand units. In 2025, Shacman, FAW, SITRAK, KamAZ and Foton brands occupied the top 5 brands in terms of seizures in the cargo segment, while XCMG, LiuGong, LGCE, SANY and Lonking occupied the top 5 brands in terms of special equipment. Passenger cars include Lada, Geely, Exeed, Changan and Haval. The share of trucks in the stock fluctuates around 44%, trailers occupy 21%, special equipment — 14%, passenger cars and commercial vans — 21%.

As a source in the market told Izvestia, accumulated equipment accumulates losses when idle, since at one time it was financed by a bank and payments are being made for it. Therefore, the cars need to be sold or leased as quickly as possible.

"The volume of returned property has led to an oversaturation of the used car segment," Alexander Ganchev, Deputy General Director of VTB Leasing, told Izvestia. — The process of working with seized equipment has already been organized and integrated into the sales structure. Two-year-old cars come with a good discount.

According to the Izvestia source, the average discount is 17-22% of the market, and companies can lower prices even more to entice customers.

According to Sergey Shishkin, recently lessors have come to understand that it is necessary to fight for a buyer in the used car market. As a rule, they use a discount policy to ensure that the supply of seized equipment is in the lower median of the market. Depending on the duration of exposure and the type of equipment, the discount can range from 5 to 40%.

— An important advantage is the complete legal purity of such transactions: the leasing company, as the original owner, guarantees transparency of document flow and the absence of hidden encumbrances, — said Alexander Ganchev.

How do the drains affect the cost of used cars?

— There is a really interesting situation in the commercial transport market. When leasing companies sell almost new equipment at a discount of up to 30-40% (and sometimes the price is twice as low as a new car), this creates direct competition for official sellers," Alexey Ivanov, owner of the Alliance Trucks commercial vehicle dealership network, told Izvestia.

According to him, dumping is a necessary measure. Each month of storage costs the leasing company significant amounts: insurance, funding of frozen funds, maintenance of sites. Discounts of 30-40% on non-selling items are economically justified precisely because of these costs. However, market participants do not expect a massive collapse in prices. There is a flexible policy for specific units of equipment that are "stuck" in warehouses, and average discounts, as the interlocutor noted, remain modest.

If we talk about the freight transport and special equipment market, the influence of leasing companies is noticeable. They are already pulling customers away from their offers, said Andrey Grishakov, Director of the Department of Used Cars at Avtdom Group and Avtospeccenter Group. But in the used passenger car market, this impact is less noticeable due to relatively small sales volumes.

The seized passenger cars have a narrow buyer profile. In the vast majority of cases, these are vehicles with intensive operation, most often from taxis, Vadim Chernousov, sales director of used cars at Rolf Group, told Izvestia. For car owners, this is a serious stop factor - it is a niche segment with limited demand, he believes.

— The car market is currently in the restructuring phase. Sales of new cars fell by 17.8% in 11 months, but the secondary market shows growth, albeit modest, of only 2.7%," said Alexey Ivanov. — Leasing companies are essentially becoming major players in this field, and this is a new business model.

They invest in logistics, pre-sale preparation, and work directly with customers, which creates competition with dealers and, as a result, fairer pricing.
