The United States may be interested in using part of the frozen assets of the Russian Federation. Polish Prime Minister Donald Tusk told reporters on December 16. The broadcast of the speech was posted on his official YouTube channel.
According to Tusk, the United States urges European countries not to withdraw the frozen assets of the Russian Federation to allocate a reparative loan to Ukraine, but to leave them as an element for future negotiations with Russia.
"The Americans are saying: leave these Russian assets, because it's difficult to sit down with [Russian President Vladimir] Putin and talk about compromises while taking his money," he said.
The Prime Minister added that it is necessary to be "very careful" in this matter and "not to put the situation on a knife's edge."
On November 23, US Treasury Secretary Scott Bessent said that European sanctions against Russia had failed completely, and hinted to EU politicians that their actions were pointless.
On December 3, the European Commission approved a "potential reparation loan" for Ukraine, which implies the expropriation of sovereign Russian assets in Europe. Later, on December 12, the Politico newspaper reported that Italy, Belgium, Bulgaria, Malta opposed the EU proposal to transfer frozen assets of the Russian Federation to Ukraine, which amount to about €210 billion.
On November 27, Putin said that the confiscation of Russian assets located in the European Union would have negative consequences. In turn, Russian Foreign Minister Sergei Lavrov added on December 15 that the situation with frozen Russian assets shows that "theft is in the blood of Europeans."
