In light of the events: Putin offered Indonesia assistance in the development of nuclear energy
The tourist flow between Russia and Indonesia has increased on both sides. Vladimir Putin said this during talks with the leader of the Republic of Prabowo Subianto, who arrived in Moscow on a working visit. During the conversation, it was noted that the number of Russian tourists visiting Indonesia in the first nine months of 2025 has already increased by 33%. In addition to the humanitarian track, trade is also actively developing: trade turnover increased by 17%. However, the supply of Russian wheat has decreased — the leaders agreed to discuss this issue in more detail in the closed part of the meeting. Vladimir Putin also praised the relations between Moscow and Jakarta in the field of military-technical cooperation and offered assistance in the implementation of projects in the field of nuclear energy. What kind of project it might be and when the Russian president might pay a return visit to Indonesia is in the Izvestia article.
Why did the Indonesian President come to Russia again
Indonesian President Prabowo Subianto arrived in Moscow on a working visit on December 10. The first thing he did was go to the Kremlin to see Vladimir Putin in person. It is noteworthy that the leaders meet quite often — for example, in June at SPIEF 2025 at the Konstantinovsky Palace in Strelna, where the Indonesian head arrived on an official visit. At that time, special attention was paid to this, since for the sake of a trip to St. Petersburg, Subianto refused to participate in the G7 summit, which was held in Canada on about the same dates. He explained his choice by saying that he had promised to come to the Russian forum earlier than he had received an invitation from the G7. Later, the heads of state met on September 3 in Beijing at celebrations marking the anniversary of the end of World War II and the victory over militaristic Japan.
Prabowo Subianto is well known in the Kremlin - he came to Russia not only as president, but also as Minister of Defense of Indonesia. According to experts, the leaders have good personal contact. This is also evidenced by the fact that Vladimir Putin accepted his colleague's international visit in a series of his foreign business trips: last week, the head of the Russian Federation returned from India, and ahead is a trip to Turkmenistan. Prabowo Subianto also drew attention to this.
— I understand how busy your schedule is. I would like to thank you personally for finding the opportunity to receive me on a visit, despite the fact that we sent information about it in a fairly short time," he said at the talks.
Prabowo Subianto spoke about the high intensity of bilateral contacts with Russia, noting the constructive dialogue between the two countries: over the past few months, he has received several Russian delegations in Jakarta.: both representatives of government agencies and businesses. Against this background, Subianto invited Putin to pay a return visit to Indonesia, if the Russian president has time in 2026 or 2027.
"You don't just fly to India," joked the Indonesian president.
"With pleasure, thank you very much," the Russian leader replied with a smile.
Meanwhile, Russian tourists have become more frequent in Indonesia. In the first nine months of 2025, the total number has already increased by 33%. In general, the flow increases on both sides. This is facilitated by direct flights and benefits in visa services, which the leaders managed to agree on at previous negotiations.
What remains behind the closed doors of negotiations
At the beginning of the meeting with his Indonesian counterpart, Vladimir Putin expressed his sympathy for the flooding that had hit the country. Since the end of November, a real natural disaster has begun in the region due to heavy rains. According to the latest data, at least 950 people have become victims of the disaster on the Indonesian island of Sumatra, and about 400 more are missing.
Nevertheless, the negotiations focus on issues of further development of the Russian—Indonesian strategic partnership, as well as current international and regional issues. The broad agenda of the meeting is indicated by the scale of the delegation — in particular, Foreign Minister Sergei Lavrov, First Deputy Prime Minister Denis Manturov, Agriculture Minister Oksana Lut, Deputy Defense Minister Vasily Osmakov and Central Bank Governor Elvira Nabiullina joined the talks.
Relations between Russia and Indonesia are developing steadily, with trade turnover growing by 17% in the first nine months of the year, Vladimir Putin noted. During the open part of the meeting, he added that he plans to discuss with Prabowo Subianto the problem of reducing wheat exports to the republic's market. Moreover, the two countries may have many interesting projects in the field of industrial cooperation, including in the field of agriculture.
— We even have a certain surplus in favor of Indonesia in our relations in the field of agriculture. We have no complaints. We are ready to look for ways to further develop relations in this sector," the Russian president assured.
Separately, Vladimir Putin praised the relations between Moscow and Jakarta in the field of military-technical cooperation: Indonesia is Russia's traditional partner on this track.
— The relationship between the military departments, directly between the military departments, is developing and is at the level of good professional cooperation. Indonesian specialists are constantly being trained at our universities, including military universities, and we are ready to expand this cooperation," the Russian leader added.
At the same time, the topic of military-technical cooperation with Indonesia is quite complicated in itself, not least because of the large amount of speculation, experts warn. Much depends on the political will of the Indonesian side, since Russia supplied a wide range of weapons and ammunition to the republic until 2022. However, now the Indonesians are afraid of secondary sanctions.
— The contract for the supply of Russian Su-27 fighters has been frozen. It was said that Jakarta preferred the French Rafales (Rafale fighters. — Ed.), however, as far as I know, they are in no hurry to buy them," Pavel Shaternikov, a junior researcher at IMEMO RAS, told Izvestia. — I think that under Prabowo Subianto, the military-technical cooperation with Russia will develop more strongly than under Joko Widodo (the previous president of Indonesia. Prabowo pays more attention to Indonesia's national interests.
For example, it was thanks to his decision that the country joined the BRICS. Subianto has personally visited Russia several times and demonstrates in every possible way that he is ready to cooperate with Moscow, including in the military sphere. It remains to be hoped that Moscow, at least, returns to its former positions, the expert added.
Prospects for further cooperation remain in the field of energy, including nuclear generation. For example, Vladimir Putin suggested that the Indonesian side actively involve Russian specialists. Moreover, the Russian Federation is one of the main contenders for the construction of a nuclear power plant in the republic. Rosatom proposes to build a small floating nuclear power plant at the first stage, and a high—capacity plant at the second stage.
