Russia wants to introduce compulsory insurance for owners of dogs of potentially dangerous breeds, Izvestia found out. The initiative developed by the deputies suggests that in the event of an attack by such an animal, the victim will be able to expect a payment of 1 million rubles, and in case of damage to property — another 200 thousand. However, experts and deputies said that the idea risks remaining on paper due to the limited list of dangerous dogs: it includes only 12 breeds that are rare in Russia. What is the essence of dog insurance?
The initiative proposes to introduce mandatory "canine CTP" at the legislative level for all owners of potentially dangerous pets (Izvestia has the text of the document). The bill, developed by LDPR deputies together with deputy head of the central office of the party Eleonora Kavshar, will be submitted to the State Duma on October 31. The State Duma continues to receive numerous appeals from citizens who have become victims of attacks by both stray and domestic dogs, and therefore it is time to ensure the protection of their rights, LDPR member Dmitry Novikov told Izvestia.
— Owners of aggressive dogs often do not admit their guilt, and then it is difficult for the victim to prove the fact of the attack, and even more so to receive financial compensation for treatment or recovery. In this regard, the Liberal Democratic Party proposes to legally oblige owners of potentially dangerous dogs to purchase insurance in order to be responsible for their pet and its behavior," the parliamentarian said.
He added that the provisions of the bill do not apply to service dogs performing state-important functions. In case of an attack by dogs of a dangerous breed on a person, the insurance company will be obliged to pay the victim 1 million rubles, and if the dog has damaged the property — 200 thousand rubles. At the same time, if the damage caused by a dog attack exceeds the amount of the insurance payment or the victim becomes disabled, the insurer is obliged to provide additional compensation.
The list of potentially dangerous dogs was approved by the government in 2019 and includes 12 breeds of dogs, including pit bull mastiffs, ambuldogs, Akbash, Brazilian bulldogs, as well as their mestizos. These dog breeds have "genetically determined qualities of aggression and strength and pose a potential danger to human life and health," the Cabinet explained. According to the law, today walking of animals from the list is allowed only in a muzzle and on a leash, and they can only be kept in a fenced area.
Previously, such insurance was voluntary, but now it is proposed to make it mandatory. If the owner of a dangerous dog refuses to register it, he may be fined. If the bill is adopted, the amount of the fine will be prescribed in the Administrative Code of the Russian Federation, the deputies explained. The cost of the "dog CTP" will be calculated on the basis of insurance tariffs and rates, which will have to be determined by the Bank of Russia, the bill says. Izvestia sent a request to the Central Bank of the Russian Federation to clarify the calculation procedure and the approximate insurance price.
According to the initiative, if a Russian citizen is bitten by an animal with a "canine CTP", then he must register the fact of the attack with the police and the polyclinic, and then contact the insurance company with the documents received. She, in turn, must review the application in a few days and pay compensation to the victim.
At the same time, if a person is attacked by a dog whose owner does not have insurance, then he will be able to obtain compensation only after reporting to the police and going to court. The victim will have to spend a lot of effort to prove his case, which is fraught with long lawsuits, told Izvestia animal rights activist, biologist and head of the First Petrozavodsk Animal Shelter Vladimir Rybalko.

The Ministry of Natural Resources of the Russian Federation informed Izvestia that they are ready to consider such a bill when it is published and sent to the government.
How the bill will work in practice
In the State Duma, the idea of a "dog CTP" was received without enthusiasm. If the owner does not monitor his pet, then, regardless of the breed, it can behave aggressively and attack a person, said Vladimir Burmatov, first deputy chairman of the State Duma Committee on Ecology, Natural Resources and Environmental Protection (United Russia), in a conversation with Izvestia.
— For a person who has been attacked by a dog, it does not matter whether it is on the list or not. The owners of all dogs should be responsible, because there are no dangerous breeds, there are dangerous owners. I'm telling you this responsibly as a dog lover," the deputy explained.
He cited the example of an accident when, on October 26, an Alaskan malamute attacked a two-month-old child in the Moscow region. The parents left the stroller with the baby in the courtyard of a private house unattended, and a pet dog walking nearby turned it over and attacked the baby. According to the family's neighbors, the animal never showed aggression, which did not prevent it from attacking the child. "The calmest, kindest breed, which is not on the list. Dog handlers describe her as a babysitter dog, they say, she treats children well, but a tragedy has occurred here, and the investigation is now investigating why," Burmatov said.
All the dangerous breeds listed in the list are very rare in Russia, so with this approach, the initiative risks simply remaining on paper, agrees animal rights activist Vladimir Rybalko.
The Communist Party of the Russian Federation said that they have a negative attitude towards any type of insurance, which, in their opinion, actually turn out to be "a tool for enriching insurers." It costs a lot of effort to get a payment from private companies today, Nina Ostanina, head of the working group on protecting citizens from stray animals, told Izvestia.
— You should never make insurance mandatory, and in the case of dogs, too. To get insurance, people have to go through all the circles of hell. I came across this during the flood in Orenburg, when even for insured houses, unfortunately, the owners did not receive anything," she said.
Recall that, according to the Investigative Committee, over the past two years, the number of dog attacks on humans has increased 6.5 times. In 2022, investigators opened 78 criminal cases because of this, 185 in 2023, and 408 in 2024. Thus, instead of introducing insurance, it is most logical to act with preventive methods that should prevent attacks, Vladimir Burmatov believes. The system of appeals to the court and the initiation of administrative and criminal cases can also help protect the rights of Russians who have been victims of attacks by animals of any breed.
At the same time, in order to improve this system, it is necessary to introduce mandatory registration of pets in Russia, which will make it possible to clearly assign each pet to its owner.
At the end of September 2025, it became known that the Ministry of Natural Resources and Environment of the Russian Federation has prepared a bill that obliges dog owners to enter pet data into the state information system. At the same time, the government has not yet submitted it to the State Duma, although they have been talking about it for three years, Vladimir Burmatov recalled. Therefore, the deputies have prepared their own alternative version of the animal registration system, which is currently under consideration by the regions, the parliamentarian explained.
