In Russia, they will begin checking CTP using traffic cameras in the coming months. A pilot project for a number of regions may be launched by the end of 2025, the Russian Union of Motor Insurers told Izvestia. It is assumed that Moscow, St. Petersburg and Chuvashia will be connected to it, said Anatoly Aksakov, head of the State Duma Committee on the financial market. The capital has the highest degree of pilot readiness. According to industry sources, the general system for checking CTP by cameras has also been formed as a whole. But the mechanism is planned to be fully launched for the whole country in October 2026.
When will the CTP camera check start working in Russia?
The OSAGO camera verification system is ready, this was discussed at the last meeting of the traffic police, a source familiar with the discussion told Izvestia. At the same time, it is planned to fully launch the verification of camera policies only in October 2026, the Izvestia interlocutor clarified.
He explained: The Ministry of Internal Affairs has signed a large government contract worth billions of rubles for a period of three years for the development and automation of the system. There are many different tasks listed there, and one of them is checking CTP using traffic cameras. The deadline for its execution is October next year. The Interior Ministry explained that they could not "pull a piece out of the state contract and accept it earlier, they do not have such procedures. The state system needs to be certified, conducted, and launched," the source said.
The technical side of the issue is within the competence of the Ministry of Internal Affairs, the press service of the Central Bank reported. Izvestia contacted the ministry with a question about when it is planned to launch an automatic CTP check.
A large state contract is aimed at finalizing the information system of the Ministry of Internal Affairs "Web", which combines the software of all complexes for photo and video recording of traffic violations in different regions, a second source from the industry explained to Izvestia. He added that work on it should be fully completed by March 2026. Then all the mechanisms will be tested for six months. The target date for accepting the state contract is October.
The module with the CTP verification by cameras is really ready now, the third source noted. At the same time, the full launch of the system is planned for next October.
Sergei Demidov, Vice President of Renaissance Insurance, told Izvestia the same date as an approximate one.
Even if the CTP verification module is completed, it may be linked to others, so it is unlikely to be launched before October, the second source added. In addition, a law has not yet been passed so that a driver without a compulsory insurance policy can receive no more than one fine per day on cameras. Currently, there are no restrictions on this issue in the legislation.
The bill stating that a driver without a mandatory car citizenship will be issued only one fine per day for the absence of a policy, is currently in the State Duma. In September of this year, it was introduced by a group of deputies led by Anatoly Aksakov, Chairman of the State Duma Committee on the Financial market. The relevant State Duma Committee has already supported the draft in the first reading.
The Izvestia interlocutor clarified that by November 1, in order to fulfill the president's instructions, it is planned to launch the system in an experimental mode.
Chuvashia, Moscow and St. Petersburg can join the CTP camera check in advance, Anatoly Aksakov noted. A pilot with a mandatory car insurance check in a number of regions may start operating in the coming months — by the end of 2025, the Russian Union of Motor Insurers (RSA) expects.
Drivers without a policy in these regions of the Russian Federation will be immediately fined for violations, the deputy continued. But since the law limiting the number of fines for the absence of CTP to one per day has not yet been adopted, it is assumed that if the pilot is launched in these three regions, drivers will be fined for each recorded violation.
At the same time, not all cars will be checked at this stage, but only those recorded during the commission of another violation (for example, non-compliance with the speed limit), suggests Sergey Demidov from Renaissance Insurance.
An experiment has already been conducted in Russia to test the mechanism of the cameras — without fines, but with notifications, the RSA reported. He showed the system's performance. A full-fledged verification of policies with fines has not yet been launched in any region of the country, said Nikolai Galushin, head of the National Insurance Information System. Nevertheless, according to him, there is already a request from the Department of Transport of the city of Moscow.
This region has the highest degree of readiness to check CTP by cameras, he noted. First of all, it will be possible to launch automatic verification of two categories of cars in the capital — freight transport and taxi. The fact is that Moscow itself issues permits for these categories, which means that the city has all the information about the owners of the vehicle. The traffic police have information about all other cars.
In the May presidential order, the deadline was clearly set when the authorities should take measures to connect traffic cameras to the inspection of motor vehicles, November 1, recalled Yuri Strekalov, Director of the development of the OSAGO portfolio at Rosgosstrakh. However, it was not specified in what form and on what scale the project would begin.
At the initial stage, it is possible to conduct a pilot project in those regions where the authorities already have the technical ability to carry out video monitoring of CTP drivers using traffic cameras. Moreover, within the framework of the pilot, it is also worth working out a simple and effective way for drivers to challenge an incorrectly issued fine, he added.
When launching the system, it is important to establish smooth interaction between the various departments. Difficulties may also arise in terms of data protection and respect for citizens' rights, Maxim Kolyadov, head of work with individuals at Insurance Broker AMsec24, agreed.
Why do I need an automatic CTP check and what will be the penalty?
The Central Bank supported the initiative to check CTP by cameras. The launch of this mechanism will increase the safety of all motorists on the roads, the press service of the Bank of Russia emphasized. They added: if the culprit has a policy, victims of an accident can expect to be paid, and he will not have to compensate for the damage.
The system will make it possible to more accurately track violators and take timely action against them, said Anton Pozhidaev, head of the OSAGO department of Sberbank Insurance. In the long term, this will contribute to better protecting the interests of bona fide drivers and strengthening the CTP system, the press service of SOGAZ added.
Checking the availability of the policy using cameras will also make it possible to more effectively curb the increase in the cost of CTP, the RSA reported. Conscientious vehicle owners will not have to "pay extra" for those who drive without protection.
Nikolay Galushin agrees that increasing the level of CTP penetration will improve the overall position in the motor insurance market. He believes that this, in turn, will help reduce tariffs for both CTP and hard hat.
Currently, about 10% of car owners drive without a mandatory car license, the RSA noted. However, after the introduction of automatic insurance verification, this indicator may decrease significantly. The share of such drivers in Moscow and St. Petersburg will drop to almost zero, Sergei Demidov believes. There may be a minimum number of drivers without CTP in the regions, but no more than a few percent.
According to Alexander Goryainov, Deputy General Director of MAKS IC, the introduction of such a system will reduce the number of "policyless" drivers by 20-30%. Automation of control will eliminate "gaps" in manual checks at posts where previously drivers could avoid fines by simply not going to patrol sites.
— It is clear that you cannot install cameras all over the country, even to remote villages. But their installation in large cities and on major suburban roads will significantly increase the incentives for car owners to purchase a CTP policy," said Alexey Yanin, Managing Director for ratings of insurance and investment companies at Expert RA.
Currently, the fine for driving without a policy is 800 rubles. From January 1, 2026, in case of repeated violation, the driver will have to pay from 3 thousand to 5 thousand rubles, the union recalled.
For the full-fledged operation of such a system for checking CTP and issuing fines, it is necessary to certify traffic cameras to record violations. And also to adopt amendments to the Administrative Code on the number of fines per day and finalize the information system of the traffic police and AIS insurance and the integration between them, said Nikolai Galushin.
As the infrastructure is ready in some regions, the project may start earlier. Work is already underway with several large regions to launch inspections. In fact, the cameras belong specifically to the subjects of the Russian Federation, and fines from them go to regional budgets, the RSA added.
