The government will allocate at least 147 billion rubles for the development of infrastructure for children and mothers, of which over 26 billion have already been allocated this year, Mikhail Mishustin said. During a working visit to Omsk on July 28, the Prime Minister of the Russian Federation also discussed with the head of the region Vitaly Khotsenko the economic development of the region, recovery from flooding and transport projects. The governor expects to eliminate the consequences of the emergency by the end of the year. Mishustin met with the Governor of the Omsk region

Following Blagoveshchensk, Chita and Gorno-Altaisk, Mikhail Mishustin visited Omsk on July 28. During the visit, the Prime Minister met with Governor Vitaliy Khotsenko to discuss economic development and transport infrastructure. The head of the region stressed that in 2024 the gross regional product grew by 2.2%. Now the engines of growth are industry and agriculture.

— In addition, I contacted you about the creation of the northern bypass of Omsk, which is a continuation of the M-12 Vostok highway. All decisions have been made, and 27 billion rubles have been reserved for us in the federal budget. And under the concession agreement, together with Gazprombank, we are starting to create this facility," he said.

Special attention was paid to flood relief. In May 2024, a federal emergency response regime was introduced in the Omsk region in connection with flooding of settlements. Khotsenko said that he expects to complete the work on the restoration of the region by the end of this year. Mikhail Mishustin recalled that the government, on behalf of the president, allocated more than 1 billion rubles to eliminate the consequences.

— Today we continue this work. 80 percent of people have already decided on housing. We have issued certificates, and people are determining where to purchase this housing. I think we will complete this work by the end of the year. And we continue to rebuild roads, roads, schools, also with the support of the government," said Vitaliy Khotsenko.

The Governor held a presentation of a new interuniversity campus in the Omsk region for the Prime Minister. The planned area of the facilities is 215 thousand square meters. m. There are plans to house academic buildings, dormitories, a business center, and a congress center. The regional authorities also expect to build the first flagship school in Siberia here.

A branch of the Al-Farabi Kazakh National University on the basis of Omsk State University was opened in 2024 in the year of the 50th anniversary of OmSU. The construction was launched during the official visit of Russian President Vladimir Putin to Kazakhstan last November. The branch will accept its first students in the 2025-2026 academic year. Mikhail Mishustin got acquainted with the work of OmSU, including interuniversity projects involving students and graduates, as well as the admission campaign.

The Prime Minister visited the hospital for veterans

The Prime Minister also visited the hospital for war veterans — the building is being prepared for commissioning after major repairs. It will become the most important link in a single complex of medical care for the participants of the SVO.

— One of the government's absolute priorities is to support our heroes, participants in a special military operation. We are taking all necessary measures so that the children can undergo treatment and recovery in modern conditions. We are doing this together with regional authorities across the country," the Russian Prime minister said.

The center will allow receiving over 3.5 thousand hospitalized people annually. Modern methods of treatment and rehabilitation will become available to the participants of the SVO: There will be MRI and CT diagnostics, a clinical diagnostic laboratory, a surgical department with an operating unit, departments of physiotherapy, neurology, and therapy. The hospital also includes a department for the medical rehabilitation of adults with impaired function of the peripheral nervous system and musculoskeletal system.

And these are far from all projects. Mikhail Mishustin got acquainted with the proposal to build a polyclinic next to the hospital.

"I will ask the Minister of Health, together with his colleagues, to promptly work out the issue of allocating funding for the reconstruction and equipping of the polyclinic," he said.

Medical, social and rehabilitation support for the participants of the SVO and their family members is a really important topic for the Russian authorities at all levels, political scientist Oleg Lyakhovenko tells Izvestia.

— In no case can the state abandon veterans. This is wrong, not only from the point of view of ratings, but also from the point of view of the idea of fairness within our political culture. Therefore, the state is actively engaged in supporting, creating conditions, and developing the necessary infrastructure, including in the regions of Russia. And these issues themselves are under special control of top officials, as evidenced by the personal visit of the Prime Minister," says Lyakhovenko.

The development of the healthcare system in the Omsk region, of course, is only a small part in the context of the whole country.

— Over six years, we plan to allocate at least 147 billion rubles for the development of infrastructure for children and mothers, of which over 26 billion have already been allocated this year. And part of this funding was directed to the construction of 168 women's clinics in more than half of the Russian regions. The measures taken will increase the availability of advanced treatment for our women," Mishustin said.

Large-scale financing in this area is natural. The topic of demography in Russia is now one of the main ones, Oleg Lyakhovenko tells Izvestia.

— It is present both in the May presidential decrees and in the national projects of the Russian Federation. Since the state does not seek to ensure that women only stay at home, the issue of combining a career for them and raising children is acute," says the political scientist.

What the state can and should do for this is to create a convenient infrastructure: medicine for adults and young Russians, kindergartens, schools, playgrounds, additional education for children, the expert concluded.
