Vacation by size: Russians will be able to have a cheap vacation in Penza and Veliky Novgorod
Vacations in several regions have significantly fallen in price for tourists this summer, analysts told Izvestia. Penza, Tula, Novgorod, Dagestan and Samara are among them, analysts told Izvestia. The cost of daily rental housing there decreased by 16-34% year on year. The most budget-friendly places to relax are Barnaul, Omsk and Ulan-Ude. A noticeable decrease in prices for tourist accommodation was recorded in the so-called quiet regions, where Russians spend leisurely vacations, experts noted. In July 2025, prices for daily rent among tourists in a number of regions decreased by 16-34% compared to the same period last year, booking services told Izvestia. Penza, Novgorod and Tula regions fell the most, according to Yandex Travel.
"These regions are united by the demand of tourists for small towns and local tourist routes: here you can rent country houses and apartments in historical centers for daily rent, the infrastructure for individual travel is developing, and demand is distributed evenly, without overload," the analysts noted.

Novosibirsk and Krasnodar are the most popular budget destinations, accounting for 2% of all summer bookings.

It will be more expensive in the village of Estosadok (Adler district of Sochi, Krasnodar Territory) and the village of Sirius (Krasnodar Territory) — an average of 9.7–9.8 thousand rubles per night in a hotel.

Why are prices going down?
In July, the most noticeable decrease in prices was recorded in the so-called quiet regions, where the tourist focus is shifted to small towns, country routes and a leisurely pace of travel, experts noted.
"These destinations are becoming more and more popular amid tourist fatigue from mass resorts: high prices, overloaded infrastructure and similar vacation scenarios," the booking services added. — More and more travelers are choosing individual trips with an atmosphere of comfort, color and local discoveries.
Such a decrease in prices may be due to the redistribution of the tourist flow, says Valery Tumin, director of the Russian and CIS markets at fam Properties.
"Perhaps this year people have the opportunity to travel to other regions of Russia or abroad, where previously vacations were unavailable due to restrictions or high prices," he believes. — As a result, the demand for domestic destinations of the second and third echelon weakened, which led to lower prices.
In addition, the short-term rental market was also affected by competition: during the period of high domestic tourism during the pandemic, many owners put up their homes for daily rent, and the number of offers on various platforms increased significantly. Now that the flow of tourists has decreased, landlords have to adjust rates to maintain occupancy.
"We can't rule out the seasonal factor either — price declines after the May holidays are quite typical," he said. — However, the scale of the drop — from 16 to 34% — indicates a change in market conditions, and not just seasonality. This confirms that tourist demand has become more selective and price-sensitive this year.
The decrease in the average cost of one night at different tour sites in some areas may be due to increased logistics, while in others it may be due to increased competition for tourists from other regions, said Marina Tikhankova, head of hotel marketing at the Tutu travel service.
But in Orenburg and Omsk, for example, the offer of apartments has increased.
"We see how competition for the attention of travelers is growing: more and more regions are launching programs that support domestic tourism, and demand for it is steadily increasing," she said. — Against this background, Russians' preferences are changing.
For example, this summer Yeysk "shot up": +82% of bookings compared to 2024.
— Trends also influence travelers, in particular, "monastic", — said the expert. — In June-August 2025, the demand for accommodation in Diveevo, a village in the Nizhny Novgorod region with many religious attractions, increased by 62%.
For those who book more than three nights, hotels can provide additional discounts. Those who are ready for early booking will also be able to save on housing. So, according to the expert, it is possible to save 10-15% of the vacation budget.
