In Russia, they want to ban the sale and use of photo frames for license plates with obscene inscriptions. Such a request was made to the head of Rospotrebnadzor, Anna Popova, by a group of State Duma deputies from the United Russia, Just Russia, Communist Party and LDPR factions. Today, such accessories are massively sold in online stores, have positive reviews and even receive the status of a "hot seller". According to the deputies, this leads to an actual undermining of respect for the symbols of the Russian Federation, since such inscriptions are located next to the national flag. In addition, it negatively affects minors.

Selling frames with obscene inscriptions violates the law

The sale and placement of license plate frames with obscene inscriptions on cars should be prohibited — a group of State Duma deputies addressed the head of Rospotrebnadzor, Anna Popova, with such a proposal. In the document (Izvestia has it) They report that they receive complaints from citizens about the use of license plates by drivers of vehicles containing obscene, offensive inscriptions, as well as phrases and symbols that do not comply with the norms of public morality.

"According to the analysis of the assortment of the largest marketplaces, products of this kind are actively promoted, have thousands of positive reviews and often receive the status of a "hit of sales". The visual design of such frames implies the placement of profanity or provocative language in close proximity to the image of the state flag of the Russian Federation applied on the registration plates of vehicles," the authors of the appeal indicate. They note that such products are sold not only online, but also in retail.

In their opinion, this undermines respect for state symbols and violates the provisions of the constitutional law "On the State Flag of the Russian Federation." Also, the deputies note, it has a devastating impact on public morals, including the negative impact on minors.

In this regard, they ask the head of Rosprotrebnadzor, Anna Popova, to prohibit the sale and distribution of such frames, to impose on business entities the duty to moderate the appropriate range of goods and block products containing obscene expressions and prohibited symbols.

— I get a lot of complaints from outraged parents. They don't know how to explain to children the presence and meaning of obscene expressions on numbered frames. But why should our children see this at all? They are beginning to perceive Mat as a part of everyday life," Yana Lantratova, one of the authors of the appeal, head of the State Duma Committee for the Development of Civil Society, told Izvestia. — It is obvious that neither the sellers who sell them, nor the drivers realize that by their actions they also violate the federal law "On the protection of children from information harmful to their health and development."

According to Lantratova, the current situation requires an immediate response from the authorities. And Nina Ostanina, head of the State Duma Committee for Family Protection, is sure that those who put such frames on their cars primarily show their lack of a certain level of culture. Therefore, the intervention of the authorities is necessary, and such an appeal should be sent not only to Rospotrebnadzor, but also to the Ministry of Internal Affairs.

"Drivers should behave politely while driving, and when such obscenity and obscenity are on the frames, this is already a hidden manifestation of aggression," Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, told Izvestia.

According to him, there are signs of administrative violations in these inscriptions, since in Russia it is forbidden to use obscene language in public places.

Izvestia sent requests to Rospotrebnadzor, as well as to the largest marketplaces, asking them to comment on the deputies' proposals.

— Wildberries always strictly adheres to the law. In case of receiving decisions regarding the goods presented on the site, the marketplace promptly complies with the relevant requirements of government authorities," the marketplace's press service said.

Who should be responsible for the sale of goods with obscene inscriptions

Due to insufficient control, a lot of illegal or semi-legal products enter online stores today, including those that contain various obscene statements, Oleg Pavlov, head of the Public Council at Rospotrebnadzor, told Izvestia.

— There are a number of norms that generally regulate both the quality of the product and the information component that this product carries. There are legal norms that prohibit obscenity, especially if children can see this information. Therefore, such goods are nothing more than illegal products," the social activist noted.

According to Article 20.1 of the Administrative Code of the Russian Federation, responsibility for public utterance of obscenities is equated to minor hooliganism. According to it, the violator can be fined from 500 to 1 thousand rubles or administrative arrest can be imposed for up to 15 days.

— Therefore, it is obvious that responsibility should be borne not only by sellers of such frames, but also by the Internet sites themselves, which create conditions of sale for an unlimited range of consumers. Moreover, the description of these products on the Internet is already available to minors and is also a violation of the law," the expert explained.

People usually look at the inscriptions in the frames when they are in traffic jams, as it is impossible to read them at high speed, Peter Shkumatov, coordinator of the Blue Bucket Society movement, explained to Izvestia. According to him, he personally met drivers who had such frames on their vehicles, but this is not a very common occurrence. The fact that they are sold en masse on the Internet does not mean that they are actively being bought, the expert said.

At the same time, he believes that first of all it characterizes the cultural level of the car owner.
