In 2025, fraudsters began using a new hacking technique on the Gosuslugi portal, aimed not only at gaining access to personal information, but also at issuing SIM cards for other people's data. This was announced on December 28 by the Russian Interior Ministry.

It is noted that criminals use methods of psychological influence on users. Having gained access to citizens' accounts, they use their personal data to register electronic SIM cards, which are then used in illegal activities.
