Strengthening control over social benefits, including maternity capital, should take place not through selective supervision of individual risk groups, but through universal technological modernization. Valentin Stanovov, a former law enforcement officer and expert on ethnic crime, told Izvestia about this on December 29.

Attackers actively use it in fraudulent schemes and the creation of viruses.

"Tightening control based on community affiliation is a dubious measure from a legal and ethical point of view. It contradicts the principle of equality of all before the law and can be regarded as discrimination," Stanovov said, commenting on the detention of members of the Roma community for fraud with the parent capital.

According to the expert, the main vector of improving control should be related to the elimination of system vulnerabilities in document management and identification of citizens.

"Biometric identification is a much more promising path, but its implementation should be universal for all citizens without exception. This will solve a whole range of problems, from payment fraud to gray employment. This approach removes the ethnic coloring from the problem, transferring it to the plane of improving state services," the agency's interlocutor claims.

He stressed that the key problem that scammers use is not the ethnic factor, but weaknesses in the system.

"Linking such criminal schemes exclusively or predominantly with small ethnic groups is a serious oversimplification that leads to the stigmatization of entire nations. Crimes of this kind are recorded in a wide variety of social and ethnic environments. Their basis is not ethnicity, but a criminal organization and systemic vulnerabilities," Stanovov said.

According to the expert, effective control over payments requires strengthening the Unified Identification and Authentication System (USIA) and the introduction of universal biometric solutions, which will improve the security of the system without resorting to discriminatory practices.
