The government has decided to allocate more than 1.8 billion rubles to the Industrial Development Fund. These funds will be used to expand concessional financing programs for companies working on import substitution, as well as on the creation and implementation of technological solutions with long-term potential. Securing the market

One of the most promising vectors of the Industrial Development Fund's work may be to promote initiatives aimed at increasing production efficiency, primarily through the introduction of automated and robotic solutions, Dmitry Panov, coordinator of Delovaya Rossiya for the Northwestern Federal District, told Izvestia.

In his opinion, special importance in this process is assigned to the federal level of FRP: equipping large enterprises with robotic systems requires significant costs, and it is the additional support from the center that can strengthen the capabilities of regional development institutions. At the same time, financing the development of new technological products and engineering solutions deserves special attention, which is considered as an important tool to accelerate the country's movement towards technological independence.

"Given the insufficiently perfect operation of the systemic venture investment mechanism in the country, the federal Reserve Fund can take on the task of supporting projects at the early stages of technological maturity, providing comfortable conditions for applicant companies to participate and provide the necessary support," the expert believes.

Government policy is betting on strengthening the industrial sector as a strategically important area, Alexander Isaevich, CEO of the SME Corporation, told Izvestia. The expansion of production capacities makes it possible to provide the market with the necessary goods in the face of import substitution, strengthens technological independence and promotes the creation of additional jobs.

As part of the SME Corporation's programs, by 2030 it is planned to increase the volume of preferential financial support for small technology companies, equipment manufacturers, robotics and enterprises from priority industries to almost 180 billion rubles, he said.

— To implement such targeted programs, the Corporation has built interdepartmental cooperation with relevant ministries and development institutions, — said Alexander Isaevich. — Thus, under a special program with the Ministry of Economic Development, almost 140 billion rubles of concessional loans are available for the MTC until 2030. SME manufacturers in the field of machine tools and robotics will be able to receive about 20 billion rubles by 2027 under a joint program with the Ministry of Industry and Trade.

By the end of the decade, another 18 billion rubles are provided for small companies from priority areas of the economy under the preferential leasing mechanism. Such financing tools give industrial enterprises, primarily the segment of small and medium-sized businesses, the opportunity to accelerate production without delaying plans to expand production.

Starting in 2022, the SME Corporation has provided support to about a third of the country's small technology companies, using subsidized lending programs and helping them enter product sales channels, the expert noted.

—In total, 359 small technology companies have attracted almost 60 billion rubles of concessional financing since 2022," he said. "This allowed them to launch production, in particular, of domestic charging stations for electric vehicles, intelligent transport systems, biopolymers for medicine, composite materials for aviation, and high—tech clothing for extreme conditions.

In the segment of machine tool engineering and robotics, according to his data, 29 small and medium-sized businesses have already taken advantage of a specialized preferential lending program, having signed agreements totaling more than 3 billion rubles. The attracted resources will be used to expand the production of domestic equipment, including numerical control machines, laser systems and robotic solutions.

The experience of sanctions restrictions has clearly demonstrated that our own base of means of production is a prerequisite for the sustainable operation of almost all sectors of the national economy, he believes.

Next steps

The tasks of import substitution and technological development are not limited solely to access to finance, Ivan Abramov, First Deputy Chairman of the Federation Council Committee on Economic Policy, told Izvestia. The government is building a multi—level support system through development institutions, special economic regimes, federal and sectoral programs, as well as new tools such as engineering centers, industrial clusters, and new-format investment contracts.

"These measures are being implemented at the federal and regional levels," the senator said. — The key problem today is not the number of support mechanisms, but their effectiveness and consistency. Businesses need to reduce administrative barriers, create sustainable demand from the government and large customers, concentrate resources on the most vulnerable technological areas, develop cooperation and create conditions for attracting qualified personnel.

As a result, in his opinion, the formation of a predictable ecosystem combining technologies, competencies, capital and the market, as well as transparent informing companies about the real needs of import substitution, becomes a decisive factor.

Additional acceleration of import substitution and technological renewal processes is possible by reducing the tax rate, which today significantly affects the profitability of production, Andrey Zhukovsky, senior researcher at the Institute of Regional Economics and Inter-Budgetary Relations at the Financial University under the Government of the Russian Federation, told Izvestia.

"An equally important factor is the formation of sustainable demand through government purchases of domestic products, as well as the provision of preferences to consumers in the form of tax and other support measures," the expert believes.

According to him, the comprehensive use of such tools can not only strengthen companies' positions in the domestic market, but also create conditions for increasing exports. In this context, the experience of China is indicative, where large-scale subsidies make it possible to compensate for external restrictions, expand production and reduce the cost of products without compromising their quality.
