On December 26, Alexander Bezmaternykh, an expert and vice-president of the Association of Manufacturers of Planting Materials (APPM), told Izvestia about how landscaping programs are being implemented in new regions of Russia today and what tasks are facing in the coming years.

According to him, work on the restoration and construction of residential buildings and key infrastructure facilities has begun in the Donetsk People's Republic (DPR) this year. In 2026, it is planned to improve two iconic recreation areas — Shcherbakovka Park and the Park of Forged Figures with the creation of an embankment and a walking area near reservoirs. Landscaping plays a significant role in the renewal of territories.

"Currently, about 40% of the dendroflora needs to be replaced in the city, and more than 5% of the plants are in disrepair," said Svetlana Prikhodko, director of the Donetsk Botanical Garden.

In the Luhansk People's Republic (LNR), the focus has shifted to the restoration of housing and communal systems. Currently, about 20 developers are working in the region, and about 100 new apartment buildings are planned to be built in the next five years. Integrated development projects include the creation of recreational areas, including the construction of a new urban park.

A project for the construction of 1,378 thousand square meters of housing and landscaping of adjacent territories, including playgrounds and sports grounds, has been approved in the Kherson region. In parallel, subsidies for the construction of glamping sites are continuing as part of the tourism development program.

In addition, the general plans for Melitopol, Berdyansk and Energodar are being finalized in the Zaporizhia region. These include the modernization of the housing stock, the construction of social facilities, the development of logistics infrastructure and the expansion of the tourism potential of the region. Restoration of 193 hectares of forests is planned for 2026.

According to Alexander Rostov, Chairman of the Board of the Association of Manufacturers of Planting Materials, new regions are now fully participating in federal landscaping programs and can independently set development priorities.

"New regions participate in improvement programs, they can manage the budget themselves, form the agenda. In the new year, the main focus is on the equipment of playgrounds and sports grounds, including from the point of view of their landscaping. Now it is important to implement nurseries in new regions. This activity is supported, and urban landscaping increases the demand for planting materials," the expert explained.

In November, Russian Prime Minister Mikhail Mishustin announced that the Russian government would send about 33 billion rubles to almost 40 regions, including border regions, to co-finance socially significant expenses. It was specified that the funds allocated would be used, in particular, for payments to teachers, medical staff, and employees of cultural institutions.
