Since the beginning of the year, DOM Bank.The Russian Federation has provided financing in the amount of 25.8 billion rubles for the construction of private homes under contracts using escrow accounts. Over the year, the volume of tranches issued increased 9.5 times, said Deputy Chairman of the Board of DOM Bank.Russian Federation Anton Medvedev.

"This year, there have been structural changes in the segment of individual housing construction. The key was the entry into force of 186-FZ on March 1, 2025, which provides for the transition of residential housing to the use of escrow accounts. This is an important step that will increase the confidence of buyers in the residential housing segment, since now their funds are protected and will be available to the contractor only after the completion of construction," Medvedev said.

According to him, today residents of Russia have become more likely to choose the purchase of land with a contract. "By the end of 2025, the number of contractors who have opened IZHS-Contractor credit lines with escrow in our bank has tripled to 1,121 companies. They are building more than 560,000 square meters of private houses in 75 regions of Russia," said the Deputy Chairman of the board.

The most effective solutions for the development of residential housing lending in 2025 were: increasing the limit of unsecured lending from 50 to 100 million rubles, reducing the package of documents to a minimum, options to increase the limit in a simplified manner, prolonging tranches and extending the term of the credit line.

In 2026, the bank plans to digitalize its processes, introduce the option of financing the construction of houses on leased land, as well as the ability to transfer funds from the credit line in one tranche.
