Taxi drivers may be required to have an OSGOP for a work permit

A bill has been submitted to the State Duma, which is planned to oblige taxi drivers to confirm the availability of an OSGOP policy at the stage of obtaining a work permit. The document is posted in the database of the lower house of Parliament.

The authors of the bill indicated that it was developed to eliminate internal legal uncertainty in Federal Law No. 580-FZ dated December 29, 2022 "On the organization of passenger and Baggage transportation by passenger taxi ..." A potential carrier cannot be denied permission due to the absence of a valid civil liability insurance contract for harm to the life, health, and property of passengers., since there is no such requirement in this Federal Law.

As a result, an unscrupulous carrier, having received a permit, may not take out insurance. It is also difficult to control whether they have relevant contracts. At the same time, in order to include the regional register of passenger taxi carriers, according to the same Federal Law, data on the policy is required.

Thus, the initiative involves the inclusion of data on the dates of validity of the insurance contract, the number of such contract, the name of the insurer and a copy of the contract in the list of information and documents required to obtain a work permit for the carrier.

"The adoption of the bill will ensure the protection of victims' rights and compensation for damage caused to their life, health or property when traveling in a passenger taxi, and will also reduce administrative procedures in the implementation of regional state control (supervision) in the field of passenger and baggage transportation by passenger taxi," the explanatory note says.
