The State Duma talked about changes in the rules for issuing family mortgages in 2026

Couples wishing to take out a family mortgage will have to become co—borrowers on a preferential mortgage at 6% starting from February 1 of the coming year. This will make it possible to limit the number of potential loans issued per family. This was announced on December 22 by Vladimir Koshelev, first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.

"The spouses will be required to act as co-borrowers under the same contract. The new rule is aimed at preventing abuse when the spouses took out two separate loans, and so—called donor schemes," he said in an interview with TASS.
