State Duma deputies proposed issuing cash certificates to young doctors

State Duma deputies from the Fair Russia — For Truth (SRRP) faction proposed the creation of a federal "Targeted Medical Certificate" program, according to which each graduate of a medical university will receive two million rubles for four years, while the main focus will be on employment in scarce regions and rural areas. This is stated in a letter from the deputies, which was reviewed by RIA Novosti on December 18.

"It is proposed to initiate the creation of a federal program "Targeted medical certificate" for graduates of medical higher educational institutions. The nominal value of the certificate is two million rubles for four years," the deputies' letter says.

The authors of this initiative are Sergei Mironov, the leader of the SRZP, and Yana Lantratova, Chairman of the State Duma Committee on the Development of Civil Society.

The program assumes that the certificate will be activated only after employment in medical institutions from the list approved by the Ministry of Health of Russia, with priority in regions with a shortage of personnel and rural areas. Under the program, young doctors will receive an additional amount to their salary every month for four years, which will ensure stable financial incentives for work in priority medical institutions.

Mironov stressed that the introduction of the program will help attract young people to medical institutions and will help solve the problem of staff shortages in healthcare, especially in rural areas and small towns, where the shortage of doctors is reaching a critical level. Lantratova, in turn, added that currently many young professionals prefer the private sector or large cities, where working conditions and wages are more attractive.

"Despite the growth in the total number of doctors in the country, there are fewer and fewer of them in state medical institutions. <...> The shortage of personnel in rural areas and small towns has reached critical levels," Lantratova concluded.
