Additional payments to pensions for children and dependents in 2026: conditions and amounts of payments
In 2026, Russian pensioners will be able to increase the amount of their payments due to additional payments for dependents and other legal surcharges. We are talking about increasing the fixed payment to the insurance pension, additional payments for older citizens and the disabled, as well as mechanisms to bring income to the subsistence level. Raising the pension for dependents remains a key measure.
One of the most common forms of support remains the supplement for disabled dependents. In pension legislation, it is framed as an increase in the fixed payment to an old-age or disability insurance pension. Such an increase is assigned to pensioners who depend on disabled family members.
— If we are talking about insurance pensions, then we do not call it a supplement, but an increase in the fixed pension payment. It is established for persons who depend on disabled family members," explained Yaroslav Nilov, Chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs.
Such dependents include children under the age of 18, as well as full-time students under the age of 23. In addition, an increase can be awarded for brothers, sisters, grandchildren and great-grandchildren in the absence of able-bodied parents. The list includes parents or spouses with disabilities, as well as grandparents who have reached the prescribed age, if there are no persons required by law to support them.
— Basically, such an increase is assigned for children — to parents and guardians. But there are also so-called "adult" children over the age of 18 who are recognized as legally incompetent. In this case, the parents' promotion is retained or assigned," the deputy clarified.
How much will the pension supplement amount to in 2026
The amount of the supplement directly depends on the fixed payment to the insurance pension. Starting from January 1, 2026, it amounts to 9 584.69 rubles. The increase for each dependent is equal to one third of this amount.
— One third of the fixed payment is taken, and this amount is added to the pension for each dependent, but not more than three, — said Yaroslav Nilov.
Accordingly, in 2026, the surcharge will amount to about 3,195 rubles for one dependent, about 6,390 rubles for two and up to 9585 rubles for three. For pensioners living in the Far North and equivalent areas, this amount is increased taking into account the regional coefficient.
At the same time, the right to an increase does not depend on whether a pensioner works or not, as well as on the region of residence — with the exception of northern allowances.
When and how is the pension supplement issued?
The increase in the fixed payment is declarative. A pensioner must apply to the Social Fund of Russia (SFR) and confirm the fact of dependency with documents: birth certificates, certificates from educational institutions, documents on disability or incapacity.
— A person should apply as soon as they are eligible for this supplement. It doesn't depend on the time of the year or the calendar date," Nilov emphasized.
The payment is scheduled from the month of application, but not earlier than the date of occurrence of the reason for the increase. Exceeding the established dependency limit of more than three remains the most common reason for refusal.
— As a rule, they refuse if it is already the fourth dependent. Such a restriction is now directly fixed in the law," the parliamentarian explained.
Surcharges for 80-year-olds and the disabled
A significant increase in pensions in 2026 will be received by citizens who have reached the age of 80, as well as pensioners with the first disability group. In these cases, the fixed pension payment is doubled automatically, without the need to submit a separate application, provided that all information is correctly reflected in the SFR database.
Other ways to increase retirement
In addition to additional payments for dependents, other mechanisms for increasing pensions remain in place. The official registration of the pensioner's care by an unemployed able-bodied person entitles him to a compensation payment. Allowances for long-term work experience in agriculture and for labor activity in the Far North and equivalent areas also continue to apply.
A separate type of support remains the federal or regional social supplement, which brings the total income of a pensioner to the minimum subsistence level in the region of residence.
Pension as a set of allowances
Experts note that in 2026, the pension amount for many citizens is formed not by one fixed amount, but by a combination of additional payments and increases. Age, dependents, disability, region of residence, and proven work experience directly affect the final income.
— All this applies to both insurance pensions and state pensions — social, military, pensions of Chernobyl victims and other categories. The circle of persons is generally the same, the principle is the same — no more than three dependents," Yaroslav Nilov summed up.
Therefore, pensioners are advised to check their data with the Social Fund in advance and, if necessary, apply for recalculation or additional payments in order to receive increased payments from the beginning of 2026.
