The US Treasury Department extended until January 17, 2026 the license allowing to negotiate and conclude conditional contracts for the sale of foreign assets of the Lukoil oil company. The relevant document was published on December 10 on the website of the Office for Control of Foreign Assets (OFAC).
"All transactions that are necessary for negotiating and concluding contracts with Public Joint Stock Company Lukoil Oil Company or any of its affiliated companies for the sale, alienation or transfer of Lukoil International GmbH ("LIG") are allowed until January 17, 2026," it says. in the solution.
The license allows for the negotiation and execution of preliminary agreements for the sale or transfer of Lukoil International GmbH and related entities, provided that the final transaction requires separate approval from OFAC. The document also authorizes the operations necessary to maintain or wind down the activities of these companies.
When selling assets, according to the document, any transfers of funds to Russia are prohibited, as well as transactions with persons blocked under the sanctions rules.
Prior to that, on December 4, OFAC announced that the US Treasury had authorized international operations with the Russian oil and gas company Lukoil, necessary for servicing gas stations, until April 29, 2026. The document allows for all transactions that were previously prohibited by sanctions involving Lukoil International GmbH (LIG) or any company in which LIG has 50% or more, both directly and indirectly.
On December 2, Kremlin spokesman Dmitry Peskov announced that Moscow considers sanctions against the Russian oil sector illegal. According to him, the only sanctions that can be considered legitimate are those that have been approved by the UN Security Council.
On October 22, the U.S. Treasury Department imposed sanctions against Russian oil companies Rosneft and Lukoil. It was clarified that restrictions were imposed for their activities in the Russian energy sector.
