The Bank of Russia introduces mandatory linking of citizens' bank accounts to their individual tax number. This is a key step to create an Anti—Drop banking platform designed to strike at intermediary droppers through whose accounts stolen funds are withdrawn. According to Olga Polyakova, deputy chairman of the Central Bank, if there was no such mandatory requirement before, now banks will have to "collect" the necessary data. This large-scale work will become the technological foundation for the launch of a new security platform in mid-2027. The INN is selected as the client's identifier in the Antidrop system. As Olga Polyakova explained, banks have been using this number in their work for a long time and have confirmed its usefulness.

Experts note that INN, unlike passport data, is a lifelong and unchangeable identifier, which increases the effectiveness of tracking. The implementation of this project is aimed at creating a single information space for all financial market participants, which will allow them to coordinate their actions in the fight against crime.

Dropping in Russia: who are the droppers and the scale of the problem

Droppery poses a serious threat to financial security. This term refers to the activities of individuals whose bank cards are used for questionable transactions. This can be either the withdrawal of funds stolen from other clients, or the cashing out of money in the interests of a shadow business. You can become a dropper consciously, for a reward, or unknowingly, succumbing to the tricks of scammers who often offer "easy earnings" for providing access to an account.

So, there are 1.2 million people in the database of droppers identified by the Central Bank. He added that the volume of transactions conducted by drops in 2025 has decreased threefold compared to last year, and the average transaction size has decreased from 2-3 million to 200-300 thousand rubles.

According to lawyers, the introduction of this mechanism is long overdue. Experts call the "Antidrop" system a timely and correct solution that will significantly increase the transparency of banking operations.

The system is being created in order to close one of the most vulnerable areas in the banking sector — the use of so-called "drop accounts".

— It is through such accounts that a significant part of fraudulent transfers take place, including operations by telephone scammers and organized criminal groups. Antidrop will allow detecting abnormal activity and linking it to the real owners, — said Sofya Lukinova, head of the legal department of VMT Consult, in an interview with Izvestia.

The need for an "Antidrop" system is to build a more secure financial system: when a bank has accurate information about the account holder, it is easier for it to protect customers and cut off any questionable transactions. For an ordinary person, this means peace of mind: you transfer money, and I am sure that the system will do everything so that you do not have to face trouble, said Alexey Kuzmin, Chairman of the Board of JSC National Savings Bank.

How will the "Antidrop" system work to block accounts?

The new platform will make it possible to identify compromised accounts across the entire banking system, rather than within a single institution. Nowadays, droppers often distribute activity between 20-30 banks, and everyone sees only part of the overall picture. "Antidrop" will eliminate this vulnerability.

Banks will be able to exchange information about suspicious customers through a single platform. A unique tax number that does not change over the course of a lifetime will be the key to unambiguously identifying the account holder. The connection of banks to the system will be mandatory, but the final decisions on the level of risk of customers and the measures applied, as in the current anti-money laundering platform "Know your customer", will remain with credit institutions.

For Russians, this solution will generally increase the security of banking operations, reducing the likelihood of losing money due to fraud through fake accounts. However, there may be temporary inconveniences for bona fide clients in case of false positives, which underlines the need for a balance between protection and accessibility of services, Yulia Suvorova, Director of Legal Affairs and compliance at the Compare financial marketplace, pointed out in an interview with Izvestia.

This innovation will also have a positive effect on reducing the level of erroneous write-offs in the framework of enforcement proceedings or tax withholding, now it is not uncommon for funds to be written off from the debtor's full namesakes, as a result, an innocent person is forced to spend time and nerves on restoring justice.

When the "Antidrop" will start working: implementation stages and launch dates

Preparations for the launch of the "Antidrop" are being carried out consistently. The first step was the introduction of the obligation to provide an INN upon receipt of a loan or loan from September 1, 2025. This measure has already had an effect: according to estimates by the Central Bank, the average amount of dropper transfers has almost halved, to 100-150 thousand rubles per month. The next stage is the mass linking of the INN to all bank accounts, which must be performed by credit institutions.

The concept of the Antidrop platform has already been approved, and the service architecture project has been prepared. The Bank of Russia is currently developing a technical specification in order to start building the platform next year, which is scheduled to be launched in mid-2027. The deputy chairman of the regulator noted that the algorithms are ready, and an understanding of the system has been formed, but the development process will take time.

It is emphasized that the connection of banks to the Antidrop platform will become mandatory, but each credit institution will be able to independently determine the level of risks of customers included in the database. A similar approach is already being applied on the Know Your Customer platform, designed to prevent money laundering.
