Gray donkey: the popularity of democratic NGOs in the United States has fallen due to dark schemes
American Non-profit Organizations (NPOs) They are increasingly shutting down and losing funding — 52% of companies and foundations are on the verge of liquidation by the end of 2025. Many of them deal with environmental and health issues around the world, but some functioned following the example of the now-closed government Agency for International Development (USAID). Currently, Arabella Advisors conglomerate has come to the fore, with the direct participation of which, as it recently became known, various protest actions are being financed in American cities. Why NGOs in America abruptly began to collapse, how the Democrats are involved in these "gray" schemes and what can await them in this regard in the 2026 congressional elections – in the Izvestia article.
The bubble of non-profit organizations in the USA has "collapsed": what is known
The US Department of Justice and Donald Trump's cabinet are putting serious pressure on American NGOs. Over the past few months, more than 50% of them have been on the verge of closure, and the number of layoffs has increased by 419%.
At the beginning of his second term, the 47th President of the United States decided to review the financing of all such projects that depend on the federal budget. The liquidation of the USAID agency, which was created and traditionally funded by pro—democratic elites, brought to the fore the network of NGOs Arabella Advisors - in fact, as experts think, the trust fund of the Soros, Rockefeller, Gates families and other sponsors of the Democratic Party. According to some reports, with the help of 200 projects in 2025, the network of organizations managed to get more than $1 billion into its budget.
At the end of June, the Gates Foundation suspended grant support for those NGOs that cooperate with Arabella Advisors. A representative of the Microsoft co-founder's organization said that such a decision was justified by the desire to "interact directly with grant recipients and reduce the use of intermediaries." Skeptics believe that the reason for this decision was the close attention paid by the authorities to the activities of Arabella Advisors.
The New York Times reported that along with "consulting work on behalf of non-profit organizations and philanthropists," the network also manages several "dark money" foundations that support Democrats and the "progressive" movement. According to reports, over the past 16 years, Bill Gates alone has allocated or guaranteed about $450 million to NGOs managed by Arabella Advisors.
The network, as well as its sponsors, began to be suspected of attempting to organize a coup d'etat. Large-scale protests called No Kings ("No Kings"), which recently covered the United States and, as experts say, looked more like a color revolution against Trump than a regular rally, attracted the attention of the Ministry of Justice. It turned out later that the action was funded by Arabella's money. Immediately after, it became known that the sponsors had "liquidated" the organization, and later the news appeared that a certain Sunflower Services was acquiring the entire "business".
Foreign media reports that the organization has taken over the existing infrastructure and the team that previously worked at Arabella Advisors. Sunflower will provide operational and administrative services to various non-profit projects and organizations, as well as "ensure the continuity of work for clients and staff."
Dark schemes
The Arabella Network was founded 20 years ago by Eric Kessler, a former adviser to Bill Clinton, to provide strategic guidance to off-budget organizations, influential investors, and corporations in the United States. In 2023, the company's business was worth $60 million and had more than 400 employees. The foundation has allocated more than $5 billion annually to charity, and its largest partners have been the New Venture Fund (NVF), Hopewell, Windward, and Sixteen Thirty. Most of the organization's work was carried out through NVF, a sponsor of more than 100 non—profit projects. Subsequently, when Arabella was shut down, the fund acted as a leading investor in the acquisition of the business.
Malek Dudakov, an American political scientist, told Izvestia that many non-profit organizations in the United States are now ceasing operations because they are afraid of lawsuits from the Trump cabinet and Republicans. According to the expert, in order to avoid problems, they did the same with Arabella Advisors, actually re—registering it in Sunflower Services, an allegedly new organization through which all the same cash flows of Democratic Party sponsors flow.
— There are the same funds from the Soros, Gates, Rockefeller foundations and all the other major donors to the Democratic Party of the United States. In this regard, as a matter of fact, the Democrats, I think, will continue to look for opportunities to finance their NGOs," the expert is sure.
Vladimir Vasiliev, chief researcher at the Institute of the USA and Canada, said that all initiatives organized with private money in the United States, such as the activities of the same NGOs, are not monitored in any way. In addition to sponsorship, during the active work of USAID and other non-profit organizations, the Democrats actually used the state budget to finance their campaigns, including within the state.
— The Democrats have come up with a very interesting scheme. They've connected the federal budget, which is a constant stream of money. Formally, funds can be spent abroad, but as for domestic political affairs, it is almost forbidden here. For example, it seems to me that USAID transferred this money abroad very quickly, and a scheme was developed to "feed" these NGOs back. In other words, they were actually supported by the state, although they fulfilled political goals and did not serve the interests of the state," the expert explained.
Democrats and elections
Speaking about the congressional elections scheduled for November 3, 2026, Malek Dudakov shared his opinion that, most likely, the Democrats will organize some kind of protest action again to try to raise their ratings.
— Democrats will actively promote this topic, while Republicans will try to block funding for all these organizations through the courts. Nevertheless, I think the peak of protest activity will be in 2028, the next presidential race. Some series of pogroms and riots in the spirit of the BLM 2020 and the like can no longer be ruled out there. There, of course, the existing split in America will reach a new level, and we will see a lot of dramatic things inside the United States," the expert predicts.
Vladimir Vasiliev, for his part, is confident that everything in the United States now depends on the financial factor. As soon as democratic NGOs receive so-called monetary support, mass rallies begin in the state, led by opinion leaders, that is, those who are able to lead liberal Americans.
— There are no such protests in America now as there used to be. This may indeed be due to the fact that the Republicans have largely blocked the multibillion-dollar flow of money from the federal budget. Today, there is a feeling that money plays a big role in American politics. There is a certain crowd that, in general, does not have great ideological beliefs — it is "born" and disappears due to financial influence, the expert concluded.
