Cooperation with Iran in the field of peaceful nuclear energy should be carried out on the same terms as with other non-nuclear countries. This was announced on November 21 by the official representative of the Russian Foreign Ministry, Maria Zakharova.

"We firmly believe that cooperation in the field of peaceful atom with Iran should be carried out on the same terms as with other non-nuclear-weapon States that faithfully fulfill their obligations under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). We hope that other states will follow this line," she is quoted as saying on the agency's website.

The Ministry of Foreign Affairs recalled that on November 20, the Board of Governors of the International Atomic Energy Agency (IAEA) voted on the draft resolution "NPT Safeguards Agreement with the Islamic Republic of Iran." The draft, prepared by Germany, the United Kingdom, the United States and France, was supported by only 19 of the 35 council members. Russia, China and Niger are among those who voted against.

"We consider this provocative undertaking by the Western camp as a serious blow to international confidence in the Agency's safeguards system and the global nuclear nonproliferation regime," the agency said.

The diplomats stressed that the limited support for the new resolution indicates a growing understanding among the IAEA member States of the inadmissibility of using the agency to settle political scores and solve problems unrelated to the non-proliferation of nuclear weapons. The Westerners' desire to justify the need to "restart" the old sanctions against Iran is a "gross manipulation that undermines the foundations of the IAEA's verification activities," the Russian Foreign Ministry said.

On November 20, Iranian Foreign Minister Abbas Araqchi announced that Iran, in response to the IAEA's adoption of a resolution on access to the country's nuclear facilities, had sent a notice of termination of the Cairo Agreement on cooperation between Tehran and the agency concluded in September. He called the draft resolution on access to nuclear facilities a provocation and called on all members of the IAEA Board of Governors to oppose this project.

On November 1, Araqchi also stated that Iran was ready for negotiations on its nuclear program, but the United States had made unacceptable demands, so the country was interested only in indirect negotiations with Washington, and direct dialogue would be impossible.
