The individualization of CTP tariffs is a movement towards more equitable and economically sound insurance, such measures make the system more transparent and honest. Nikita Kolesnikov, a representative of the Japanese export company HSS in the Russian Federation, told Izvestia about this on October 16.
"A driver who drives a car carefully and does not cause accidents should pay less. A driver who constantly gets into accidents is more. A region where law and order reigns should have low tariffs," he added.
Kolesnikov explained that the introduction of an additional coefficient for problem regions is a necessary measure aimed at covering the high losses incurred by insurers in these territories.
"In the short term, this will save the insurance market in these regions from collapse, as companies will at least cover their costs. In the long term, it will create a financial incentive for local authorities and law enforcement agencies to fight fraud more actively in order to regain the trust of insurers and reduce the coefficient," the expert noted.
He admitted that the introduction of additional coefficients for regions from the "red zone" could lead to a decrease in the average CTP price in other territories. According to Kolesnikov, the losses reimbursed to drivers in such regions are compensated by a slight increase in tariffs for car owners from more prosperous regions.
In turn, Sergey Khudyakov, co-owner of insurance broker Mains, noted the importance of further steps to individualize tariffs, and stressed that this vector corresponds to international trends.
"The available data sets allow for a more accurate approach to risk assessment. At the same time, it is important to explain to the client what factors affect his tariff. This approach can have a beneficial effect on driving safety," he concluded.
On October 17, it was reported that a bill would be submitted to the State Duma to increase the maximum payment for CTP in case of registration of an accident under the European protocol from 200 thousand to 300 thousand rubles. The authors of the bill pointed out that the amount of payments under the European protocol has ceased to correspond to the cost of repairing cars after an accident amid rising prices, which may lead to a reduction in the use of this simplified mechanism.
