What is known about the Naumov case
Dmitry Naumov, the head of the city of Vladimir, was charged with accepting a particularly large bribe (Part 6 of Article 290 of the Criminal Code of the Russian Federation) — at least 1.1 million rubles. This is stated in the message of the Investigative Committee of the Russian Federation. He faces 8 to 15 years in prison. Naumov was detained on August 27 at his workplace, and the next day he was detained until October 25.
The investigation found that in December 2023, two residents of the Moscow region contacted Naumov, with whom he agreed to help them in the illegal organization of funeral activities in Vladimir. The mayor promoted members of the organized criminal group to senior positions in the Municipal Unitary Enterprise "Specialized Funeral Services Complex" and the MCU "City Roads Management Center". For example, one of them became a deputy director after Naumov's assistance.
"In addition, the accused facilitated the issuance of a regulatory act on funeral business, which effectively limited the rights of other participants in the funeral business. For this, the defendant received a bribe from the deputy director of the MCU "City Roads Management Center" in the amount of at least 1.1 million rubles," the Investigative Committee said in a statement.

Since August 26, the mayor of Vladimir has not posted anything on his social media pages. Previously, he posted several posts a day.
Residents of the Moscow region who negotiated with Naumov are accused of paying bribes to a group of people by prior agreement on an especially large scale (Part 5 of Article 291 of the Criminal Code of the Russian Federation). The investigation found that the bribe-givers and 11 other members of the group are accused in a criminal case of embezzlement of more than 5 million rubles from citizens while providing funeral services.
Searches were conducted at the addresses of residence and work of Mayor Vladimir. In particular, jewelry, an expensive car, and money were seized. According to the photos of the Investigative Committee of the Russian Federation, at least 126 banknotes with a face value of 5 thousand rubles were found in Naumov's possession — a total of 630 thousand rubles.
The investigators continue to interrogate, inspect the seized documents and carry out the necessary investigative actions to identify all possible persons involved in the commission of crimes.

According to the investigation materials, Vladislav Loginov, the former head of Krasnoyarsk, received a bribe of more than 180 million rubles from the CEO of a commercial organization in 2018-2024 — in cash and as payment for the construction of a bathhouse on Loginov's land.
The former head of Novocherkassk, Yuri Lysenko, whose resignation was accepted a few days after his arrest, was provided with a plot of land and a house by a representative of the building company. Investigators estimated the amount of the bribe at 8 million rubles.
Vladimir Lyubarsky, the former deputy head of Karelia and ex-mayor of Petrozavodsk, received a bribe worth more than 37 million rubles through an intermediary from representatives of a company providing catering services to healthcare and social organizations in the republic, according to the investigation.
