The technology management structure needs to be changed in the Far East, Yuri Trutnev, Deputy Prime Minister of the Russian Federation and Presidential Envoy to the Far Eastern Federal District, told reporters. What changes are needed for the development of technology and the economy in the Far East as a whole, and what are the forecasts for the socio-economic development of the region — in the Izvestia material.

The situation in the region

A legal framework has been built, thanks to which it was possible to implement new mechanisms to stimulate the economy in the regions of the Far East and the Arctic, the press service of Yuri Trutnev told Izvestia. In particular, 89 federal laws, 521 government resolutions and 10 presidential decrees have been adopted. In total, as of August 2025, with the help of government support measures — TOP, the free port of Vladivostok, the Russian Arctic, infrastructure support and concessional financing from VEB.Russia — 2.9 thousand investment projects are being implemented in the Far Eastern Federal District, which are provided with state support measures.

"The volume of announced investments under the agreements is 10.6 trillion rubles. 5.4 trillion investments have already been made. 171.2 thousand new jobs have been created. 956 enterprises have been commissioned," the representatives of the deputy chairman of the government said.

In addition, the transport and logistics system is developing, Trutnev's press service noted. In 2024, the volume of cargo traffic along the NSR amounted to 37.9 million tons, which is 1.65 million tons, or 4.5% more than in 2023 (36.25 million tons). According to estimates by Rosatom State Corporation, the volume of cargo traffic along the NSR is projected in the corridor of 70-109 million tons by 2030, and 110-151 million tons by 2035. The increase in cargo traffic is associated with the active development of Arctic deposits and the redirection of cargo from the west to the east.

Projects are also being implemented to help provide local residents with housing. As of August 2025, more than 151 thousand people have received a "hectare" in the Far East. 35 thousand land plots are registered as property and lease, the press service of Trutnev added. Program participants who have leased or owned land can take an additional plot of land.

Development forecasts

In recent years, there have been many positive transformations in the Far East, Dmitry Zemlyansky, director of the IPEI Research Center for Spatial Analysis and Regional Diagnostics at the Presidential Academy, told Izvestia. However, the shortage of qualified specialists remains a serious problem. The opportunities for quickly attracting new workers to the macroregion's economy are extremely limited, so the main path to growth is to increase labor efficiency, which requires the active introduction of modern technologies.

At the same time, the country's access to foreign solutions is now significantly limited, the expert stressed. If it is possible to cope with the import substitution of consumer goods, then it has not yet been possible to overcome technological dependence. That is why the technological agenda is becoming strategically important both for the state as a whole and for the Far East. The current conditions do not at all indicate the absence of domestic science and its own technological developments.

— The problem is that their implementation into real practice and commercialization are very slow. Management of scientific and technological development is currently divided between different ministries and departments. If the Ministry of Education and Science is responsible for general scientific and personnel policy, then the Ministry of Industry and Trade is responsible for technological policy in the field of means of production and automation, new materials and chemistry, transport mobility, unmanned aircraft systems, bioeconomics, the Ministry of Agriculture is responsible for technological policy in the agro—industrial complex, and the Ministry of Finance is responsible for data economics and digital transformation," the expert said.

In his opinion, clear interdepartmental coordination of decisions is needed, and business as the main consumer of technology should become its driver. In this regard, it would be logical to provide a coordinating role to the economic block of the government, and in the case of the Far East, such powers could be exercised (for example, as an experiment) by the relevant ministry.

It is also necessary to take into account the factor of competition with neighboring states that do not intend to give up their positions in the markets, the head of the Popular Front told Izvestia. In terms of labor costs, our Far East is not able to compete with China, Vietnam or India, and this is becoming a constraint on the development of industries such as light industry.

"But we can potentially become successful in two areas if we focus on them: mining and deep processing of minerals with a high level of robotics, as well as areas of activity where high qualifications and scientific developments are required," says Olga Pozdnyakova. — In particular, data processing centers, innovative scientific and technological centers are already being launched, the educational base is being strengthened, support for high-tech startups is being implemented, and satellite Internet is developing.

In the next 5-10 years, the regions of the Far East will be able to take a fundamental step in improving the quality of life of the population and reaching new frontiers in technological development, Andrei Zhukovsky, associate professor of the Department of Strategic and Innovative Development at the Financial University under the Government of the Russian Federation, told Izvestia. This may happen against the background of the increasing inertia of import substitution processes in critically important industries, the comprehensive development of high-tech industry and diversified investments in this macroregion.

— The Cabinet of Ministers has approved a unified plan to achieve national development goals until 2030 and for the future until 2036. In particular, by 2030, Russia may reach the sixth largest number of researchers in terms of full-time employment among the world's leading countries under the state program "Scientific and Technological Development of the Russian Federation." At the same time, the share of extra—budgetary sources in the structure of internal research and development costs will amount to more than 43% by 2030," the expert noted.

The share of Russian organizations in key sectors of the economy that have switched to using basic and applied Russian software in systems that support basic production and management processes will amount to 80% by 2030, Andrei Zhukovsky emphasized.
