The EAEU countries plan to formulate by the end of the year the provisions of the roadmap of the declaration "The Eurasian Economic Path", adopted by the presidents of the union states, said Russian Prime Minister Mikhail Mishustin. According to him, guidelines will be laid for joint progress in the coming decades. Izvestia investigated which areas of cooperation Russia is most interested in and which key points the participating countries will have to change in order to deepen cooperation.

Main vectors

Russia is interested in developing the common transport and logistics space of the EAEU, Tatiana Podolskaya, Head of the Department of International Economic Relations at the RANEPA Law Institute, noted in an interview with Izvestia. The actualization of this issue is related to the large-scale anti-Russian sanctions in the field of logistics, which not only limited access to international transport routes and infrastructure, but also had an impact on domestic logistics in the country. It is necessary to develop the infrastructure of the international transport corridors "North–South" and "East–West": major repairs and reconstruction of railways and highways, the construction of new automobile routes, the opening of logistics hubs.

At the same time, according to her, it is necessary to harmonize the legislation of the EAEU member states in the field of logistics, the unification of transport documents and the introduction of common technical requirements for vehicles. Russia is also interested in developing a common financial market.

— As of June 25, 2025, the share of national currencies in mutual settlements between the EAEU countries exceeded 92%. This ensures that toxic currencies are avoided in mutual trade, which reduces transaction costs and minimizes currency risks. However, this direction is being implemented with varying degrees of success with different EAEU countries: the largest share in trade is with Belarus and Armenia, and significantly less with Kyrgyzstan and Kazakhstan. The next significant step will be to deepen cooperation in the investment sector," the expert noted.

Russia is also striving to integrate the production capacities of the Union countries in a wide range of industries, from agriculture to precision engineering and petrochemistry, Kirill Lysenko, an analyst for sovereign and regional ratings at Expert RA agency, added in an interview with Izvestia. Such cooperation will reduce the severity of internal production constraints, ensure sustainable long-term value chains and increase technological independence.

— In particular, it is considered as a tool for import substitution and joint entry into foreign markets with a competitive offer. To support these processes, targeted tools are already being implemented within the framework of the Eurasian Economic Commission: mechanisms for preferential lending and subsidizing interest rates for cooperative projects, programs for the coordinated development of key industries, as well as work to eliminate regulatory barriers," he said.

Strategic choice

For Russia, participation in integration processes within the framework of the Eurasian Economic Union is, first of all, a strategic choice in favor of strengthening economic security and neutralizing external challenges, Arina Surkova, an expert at the Faculty of Economics of RUDN University, noted in an interview with Izvestia. In the face of growing geo-economic turbulence and sanctions pressure, cooperation within the EAEU provides Russia with a platform for building sustainable foreign trade channels.

— The key area that corresponds to Russia's national economic interests is the development of exports as a tool for economic stabilization and growth. This direction allows us to stimulate employment in export—oriented sectors, ensure the inflow of foreign exchange earnings, promote Russian goods and services to international markets, strengthen trade diplomacy and diversify export flows, which is especially important to increase resilience to external economic shocks," she stressed.

From the point of view of geo-economic logic, according to her, the directions of cooperation development can be divided into two strategic vectors. First of all, this is the post-Soviet space as Russia's border security belt, where the basic parameters of trade and investment integration are being formed. Here, Russia is interested in strengthening cooperation with the EAEU countries, as well as in intensifying dialogue with Azerbaijan, Tajikistan and Uzbekistan.

The second is the Greater Eurasia area, which covers key Asian and Middle Eastern markets: India, Iran, Indonesia, the United Arab Emirates, Mongolia, Saudi Arabia, and others. Cooperation with these countries opens up new horizons for exports, attracting investments, logistical integration and strengthening energy partnership.

Supranational mechanisms

In terms of developing cooperation at the intergovernmental level, the EAEU is the most dynamic integration group in the world, Alexander Daniltsev, director of the HSE Institute of Trade Policy, told Izvestia. In a very short historical period, great progress has been achieved in the development of the most complex element of integration cooperation — the creation of a supranational mechanism for regulating trade in goods. At the same time, further progress is required in such areas as the integration of service markets and, in particular, the intensification of investment cooperation.

— In addition, the most important problem is the development of integration at the business level. This area is associated with the formation of production cooperation systems and the creation of production chains between companies in the member States. For example, large-scale joint projects can be useful. However, the EAEU, unlike the EU, does not have a joint budget for the development of such projects," the expert noted. — At the same time, cooperation based on the creation of interstate production clusters can be promising.

In his opinion, cooperation with third countries and multilateral institutions is also necessary. The EAEU cooperation in the format of free trade agreements is developing quite successfully in this area, for example, the creation of free trade zones.

— It is possible that the next stage may be the creation of free trade mechanisms at the inter-bloc level, that is, between the EAEU and other customs unions— such as the South African Customs Union. It will be of great importance to form a common position of the EAEU states within the framework of multilateral organizations (for example, the WTO), as well as cooperation with such associations as BRICS, SCO, regional organizations of the United Nations system, specialized sectoral international organizations of the United Nations system, and in the future, the G20," Alexander Daniltsev added.
