Russia considers it necessary to ban the operation of mobile gas stations
The authorities intend to tighten control over mobile and container filling stations (gas stations). Yuri Stankevich, Deputy Chairman of the State Duma Committee on Energy, told Izvestia about this. According to him, among the proposals discussed are the need to revise the norms of Urban Planning, the Land Code, laws on trading activities, as well as the Code of Administrative Offenses.
"Taking into account the feedback received from the country's regions, it is planned to introduce legislative initiatives during the autumn session," the source said.
According to him, the consideration of local appeals about the situation with container filling stations received by the State Duma from participants in the fuel market revealed a whole series of problematic issues.
Dmitry Gusev, Deputy Chairman of the Supervisory Board of the Reliable Partner Association, noted that there are already thousands of such gas stations in Russia. According to him, they do not comply with any requirements, neither on connection to the road network, nor safety requirements, nor environmental requirements, nor trade rules.
According to Alexander Vakhrushin, head of the Standard Oil network, according to expert estimates, the Russian budget does not receive about 18 billion rubles a year from the actions of such gas stations.
In turn, Rosstandart told Izvestia that in July a Roadmap was approved to amend regulatory legal acts related to regulating the sale of motor fuel through mobile and container filling stations.
The president of the Russian Fuel Union, Yevgeny Arkusha, told Izvestia that the presented roadmap does not affect the mandatory regulatory element concerning determining the order of conditions for the placement of gas stations themselves.
