The world will remember Ukraine's refusal to accept its dead soldiers — there is no future for such a political structure, the Federation Council's International Affairs Committee told Izvestia. Earlier, Kiev indefinitely postponed the reception of bodies of military personnel and the exchange of prisoners. The reasons for the cynical act of the Ukrainian authorities lie in the risks of popular discontent due to the scale of losses and partial default of the economy, experts say. At the same time, the European Parliament continues to hope that Ukraine will still take the bodies of its dead citizens. Meanwhile, against this background, Russian troops began to liberate the Dnipropetrovsk region, which will clearly change the situation before a possible third round of negotiations. The Izvestia article describes how the parties implement the agreements that were reached in Istanbul.

Why is Ukraine sabotaging agreements with Russia

Ukraine's refusal to accept the bodies of dead soldiers of the Armed Forces of Ukraine is an inhumane act that world public opinion will definitely remember, Chairman of the Federation Council Committee on International Affairs Grigory Karasin told Izvestia.

— This shows how uncivilized the current Ukrainian state is, abandoning its own dead. It's inhumane. Of course, there is no future for such a political structure. This will be remembered by the people of Ukraine, Russia and, I think, world public opinion too," Karasin told Izvestia.

On June 7, Ukraine unexpectedly postponed indefinitely the reception of the bodies of the dead and the exchange of prisoners, said Vladimir Medinsky, presidential aide and head of the Russian delegation. He stressed that Moscow is ready to work with the Ukrainian side, and the Russian Defense Ministry's contact group is already at the border.

Ukraine should accept the bodies of its dead soldiers, which are being handed over by Russia. This shows the importance of the negotiation process, which concerns not only the most important political and military issues, but also humanitarian issues. Such gestures can help strengthen mutual trust, European Parliament member Fernand Kartheiser told Izvestia.

— I hope that Ukraine will accept the bodies of the dead. The State must respect those who died fighting for it. It is important that military personnel see that the authorities respect them, even if they die. But above all, it is important for the families and friends of the victims. This gesture is an important humanitarian act, although by itself it cannot contribute to the settlement of the conflict," the politician said.

Earlier, the second round of negotiations between representatives of Russia and Ukraine took place in Istanbul. After their completion, it became known that the Russian Federation would transfer the bodies of 6 thousand dead Ukrainian soldiers and accept the bodies of Russian soldiers if Ukraine had them. The parties also agreed on a large-scale exchange of prisoners of war, which will include seriously ill people and people under the age of 25. It was about the mutual transfer of 1,000 to 1,2 thousand people.

Russia has fulfilled all the agreements on its part. A convoy with 1,212 bodies of dead Ukrainian servicemen has arrived in the exchange area, said Alexander Zorin, head of the Main Directorate of the General Staff of the Russian Armed Forces. However, signals began to arrive that the process of transferring the bodies of the Armed Forces of Ukraine will allegedly be postponed to next week, Russia is waiting for notification through a special channel, Zorin stressed.

At the same time, Moscow conveyed to Ukraine in advance a proposal to transfer the bodies of the dead soldiers, but Kiev's consent to transfer the bodies of the dead and exchange prisoners has not yet been received, Russian Deputy Defense Minister Alexander Fomin said.

It is important that the Russian Federation covers the implementation of the agreements reached as openly as possible. In particular, the governor of the Zaporizhia region, Yevgeny Balitsky, published a partial list of dead Ukrainian soldiers, whose bodies were supposed to be handed over to Ukraine on June 7.

From the very beginning, Kiev did not take these negotiations seriously and did not seek any results. Even the agreements, which are somewhat symbolic but extremely important for relieving tension, are being disrupted. This decision shows with what contempt the Kiev regime treats not only the living, but also the dead Ukrainians, Oleg Karpovich, vice-rector of the Diplomatic Academy, told Izvestia.

"Hopefully, this will help those Ukrainian citizens who still harbor illusions about the nature of Zelensky's power and his entourage to see the light," the expert emphasized.

Among the reasons for Ukraine's refusal to accept the bodies of dead soldiers may be the economic aspect. The fact is that the relatives of the victims have the right to expect a payment of up to 15 million hryvnias. Earlier, the international agency S&P Global Ratings confirmed Ukraine's rating at SD/SD (selective default). Paying compensation to the relatives of the dead soldiers will cost a very serious amount, which is currently unaffordable for the Ukrainian budget, Vladimir Shapovalov, deputy director of the Institute of History and Politics at Moscow State University, told Izvestia.

— It is absolutely obvious that the Kiev regime will not pay compensation. As a result, social discontent can turn into political problems," the political scientist noted.

In addition, Russia's transfer of 6 thousand bodies of dead soldiers of the Armed Forces of Ukraine shows the humanistic nature of our country's actions. Ukraine, on the other hand, is suffering image losses because it deliberately underestimated losses, and the transfer of bodies will destroy this myth, Shapovalov stressed.

How does the situation affect the negotiations between Russia and Ukraine

Meanwhile, Ukraine continues to attempt drone strikes against civilian targets in Russian regions. On June 8, five people were injured as a result of an attack by an APU UAV on a commercial facility in the village of Nikolskoye, Belgorod region. The day before, four more civilians were injured during an attack by drones of the Armed Forces of Ukraine on the Belgorod region.

The Russian Armed Forces are responding to the actions of terrorists against military targets on the territory of Ukraine. On the night of June 7, group strikes were carried out against enterprises of the military-industrial complex of Ukraine, UAV assembly workshops and maintenance and repair points for weapons and military equipment of the Armed Forces of Ukraine. All designated facilities have been hit, the Russian Defense Ministry stressed.

The advance continues on the line of contact. Units of the 90th Tank Division of the Center group of forces have reached the western border of the DPR and are continuing to develop an offensive in the Dnipropetrovsk region, the Russian military said.

The successes of the Russian troops affect the positions of the parties before a possible third round of negotiations. Its date and time have not yet been determined, but it is known that Ukraine had previously proposed to hold another meeting with Russia in the period from June 20 to June 30. According to Dmitry Peskov, the press secretary of the President of Russia, the next round of negotiations will be agreed upon after reviewing the draft memoranda.

Russia handed over to Ukraine a draft memorandum on the settlement of the conflict during the second round of negotiations, which ended in Istanbul on June 2. The parties agreed to exchange documents with their positions during the first meeting on May 16.

Ukraine's actions to sabotage the agreements complicate the efforts of our diplomats as much as possible — apparently, Kiev's goal is to disrupt the negotiations. Nevertheless, as Russian President Vladimir Putin has rightly noted, the terrorist nature of the Zelensky regime does not negate the need to continue negotiations aimed primarily at resolving humanitarian issues and communicating our position to opponents and their supervisors, Oleg Karpovich summed up.
